Request to convene supplementary DPC before posting of LDCE

Subject : Request to convene supplementary DPC before posting of LDCE
candidates in PS Group “B”.
Respected Madam,
IPASP Association while expressing gratitude for starting process to convene regular PS Group “B” DPC for the vacancy year 2012-13, also expresses its concern for not convening supplementary DPC for the left out vacancies of 2011-12. Non- convening of supplementary DPC is bound to disturb the present 75% quota meant for seniority-cum-fitness promotions of the respective year. To add to the misery, PS Group “B” 2011-12 examination result under 25% quota will mar the legitimate right of the left out 1988 batch Inspector Posts in their further promotion who are awaiting their elevation for the last 25 years in IP cadre even after giving their prime career to the Department for successful implementation of innovative schemes. Non convening of supplementary DPC will also mean no effect on 23 refusal of promotion accepted by the Directorate. It is pertinent to mention here that presently 1988 batch IPs are working on adhoc in PS Group “B” and this act of the department will place them as subordinates of their juniors.
The injustice being met with our senior members who are feeling humiliated, was brought to your kind notice vide Association’s letter dated 7/5/2012 (copy attached) & 25/7/2012 (copy attached) with the request to convene supplementary DPC as is being done every year before promotion through LDCE (25% quota) but this time no action seems to has been taken by the Directorate. Under trying circumstances, Department cannot blame senior members of this Association for any litigation that could arise owing to fixation of seniority for not convening supplementary DPC for the remaining vacancies of the year 2011-12. The supplementary DPC ought to have been convened before the declaration of PS Group “B” LDCE result.
Ambiguities arising in the IP list of the prospective PS Group “B” officers also need to be paid attention before convening DPC for the vacancy year 2012-13. Special attention is required to be bestowed to the non- figured left out prospective candidates like Sh. Parshotam Das, a 1987 batch Inspector Posts (Punjab) and Sh. M.S.Thawale (SC), a 1989 batch Inspector Posts (Maharashtra) beside others. It is pertinent to mention here that despite being eligible they were not considered in the last DPC as well.
In view of the above, it is once again requested to first convene the supplementary DPC for the left out vacancies of 2011-12 and then hold the regular DPC for the vacancy year 2012-13. The candidates declared successful against 25% quota should only be considered for promotion and posting thereafter.

Computers and Internet Facilities in Post Offices
As on date, 24,969
Departmental Post Offices have been computerised. Out of 24,969 computerised
Departmental Post Offices 22,177 Post offices are having internet connectivity.
In Rajasthan Circle, 1320 Departmental Post Offices have been computerized and out of these 1320 computerized Post offices 1299 have internet facility.
The Government has approved IT Modernization Project of Department of Posts. It involves computerization and networking of all Post Offices through network integrator of the project including Branch Post Offices in the rural area. The roll out of the Project is expected in the year 2013-14 subject to finalization of the Request for Proposal (RFP) for Rural Hardware, timely implementation of the project and availability of funds.
This was stated by Shri Sachin Pilot, the Minister of State in the Ministry of Communication and Information Technology in response to a written question in Rajya Sabha on 24/8/2012..

Government fixes 500-word limit for RTI query
The government has put a word limit of 500 words for filing an application
under the Right to Information (RTI) Act.
Besides this, a new format has been devised for filing an appeal to the Central Information Commission under the transparency law. The government has also made it mandatory for an appellant or his authorised representative to appear before the CIC either in person or through video-conferencing, according to new rules notified on July 31.An application "shall be accompanied by a fee of rupees ten and shall ordinarily not contain more than five hundred words, excluding annexures, containing address of the Central Public Information Officer and that of the applicant," the new rules said. Earlier, there was no word limit in seeking information. However, the rules said that "no application shall be rejected on the ground that it contains more than five hundred words".
According to a notification by the Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions, an applicant will have to pay additional postal charges "involved in supply of information that exceeds fifty rupees".
There will be no fee charged from a person below the poverty line for providing a copy of the certificate issued by the appropriate government in this regard, it said.
The RTI Act, which was enacted in 2005, covers disclosure of information on almost all matters of governance.

Grant of Honorarium to Inquiry Officer (IO) / Presenting Officer (PO)...consolidated instructions regarding.
DoPT has released consolidated orders on rates of honorarium to IOs/POs for departmental inquiries on 31/07/2012.
The revised rates are : IOs (Serving) - Min. Rs 5000 & Max Rs. 10,000.
POs(Serving) - Min Rs. 5000 & Max - Rs. 10,000. The revised rates are applicable with effective from 31/07/2012 and applicable to the inquiries in progress also. The payment is subject to terms and conditions laid down.
The number of disciplinary cases is to be restricted to 10 in a year and not not more than 2 at a time.

MPs Quota for Admission in KVs
Kendriya
Vidyalaya Sangathan (KVS), with the approval of Board of Governors has
implemented a new scheme of Special Dispensation Admission for Members of
Parliament in Kendriya Vidyalayas (KVs) with effect from 20.7.2012. Under the
scheme, the dispensation admission quota on the recommendations for each MP has
been raised to 6 admissions in an academic year. Such recommendations would be
for admissions in Kendriya Vidyalayas located in his/her constituency only. In
case there is no Kendriya Vidyalaya in the constituency of the Member of
Parliament(Lok Sabha), he/she may recommend these admissions in the KVs located
in any neighboring contiguous constituency. However, for Members of the Rajya
Sabha, the state from which the Member has been elected would be deemed to be
his/her constituency for this purpose. Nominated Members of the Rajya Sabha and
Lok Sabha can recommend 6 cases for admission in any one or more KVs of the
country.
This information was given by the Minister of State for Human Resource Development, Dr. D. Purandeswari, in written reply to a question in Lok Sabha today.

Disbursement of salary/wages/pension
to the Central Govt. Employees and Pensioners in the State of Kerala for the
month of August, 2012 on account of ONAM festival.
In view of
the “ONAM” festival, the Government have decided that thesalary of all Central Government Employees in the State of Kerala for the month of August, 2012 may
be drawn and disbursed by the Central Government Offices (including Defence,
Posts and Telecommunications) on 27th August, 2012.
2. The
wages for August, 2012 of the industrial Employees of Central Govt. serving in
the State of’ Kerala may also be disbursed in advance on 27th August, 2012.
3. The
pension for August. 2012 of all Central Government pensioners in the State of
Kerala may also be disbursed by Bank/PAO’s on 27th August, 2012.
4 The salary/wages/pension so disbursed is to be treated as
advance payment and subject to adjustment after the full month’s salary/wages/pension
of each employee/pensioner is determined. The recovery, if any, will be made without exception from
thesalary/wages/pension, as the case may be, for the month of September, 2012.
5. The
concerned Ministries/Departments are requested to bring theseinstructions to the
notice of their offices located in the Slate of Kerala for necessary action
immediately.
6. Reserve
Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala
for necessary action immediately.

Filing of income tax returns for the assessment year 2012-13 extended up to 31st August 2012
On consideration of the reports of disturbance of general life caused due to failure of power and further in consideration of the fact that the e-filing of returns for a specified category of individuals and HUF has been made mandatory, the Central Board of Direct Taxes (CBDT), in exercise of powers conferred under section 119 of the Income Tax Act, 1961, has extended the "due date" of filing of returns of income for the Assessment Year 2012-13 to 31st August 2012. This has been done in respect of assesses who are liable to file such returns by 31 st July 2012 as per provisions of section 139 of Income Tax Act, 1961 .
