Govt. ready to have dialogue on pay hike : F.M.
India
needs to grow by additional 1-1.5 per cent so that it can sustain wage
hike and other benefits given to workers and the poor, Finance Minister Shri Arun Jaitley said today.
"Our GDP growth of 7.5 per cent is at a time when the world is experiencing global slowdown. We need to increase our growth rate. We have to at least increase it by 1-1.5 per cent," he said at the felicitation function organised by Bharatiya Mazdoor Sangh (BMS).
The government is ready to have dialogue with the trade unions with regard to
wage increase, he said.

issue of combined All India Seniority List (Gradation list) of Inspector Posts
from the year 2001 onwards.
Furthermore
it is once again bring to your kind notice that as on date, 14 years combined seniority
lists of Inspector Posts Cadre is not prepared and released by the Directorate.
You may be agree that since last one decade this Association is requesting to
issue seniority lists in phase manner and thereafter Directorate vide memo No.
9-09/2011-SPG dated 21/2/2014 has released seniority list of Inspector Posts
cadre for the years 1998 and 1999 and vide memo No. 9-09/2011-SPG dated
18/12/2014 had issued only for the year 2000. It is sorry to mention here that
since last one year there is no progress in this matter. The representations
made by our few members are also neither resolved by Circles nor by
Directorate. It is learnt that few circles have yet not submitted their circle
seniority lists to Directorate despite issue of reminders.
It
is therefore urged to call the concerned officers of the circles at Directorate
immediately with related records and get the pending lists prepared / clear
their doubts if any on the spot and issue the pending seniority lists in phase
manner only to avoid further complications if any.
A positive action and line in reply is requested.

No LPG subsidy for higher income group people
Benefit
of LPG subsidy will not be available if the consumer or his/her spouse had
taxable income of more than Rs Ten lakh in previous financial year
At
present, there are 16.35 crore LPG consumers in the country. With the
implementation of the PAHAL Scheme (DBTL), the subsidy is being transferred
directly to the Bank Account of 14.78 crore LPG Consumers. The objective of the
scheme was to ensure that the subsidy benefits go to the targeted group.
The
Government had also given a call to the well-to-do households for voluntarily
giving up LPG subsidy. So far, 57.50 lakh LPG consumers have opted out of LPG
subsidy voluntarily heeding the call given by the Prime Minister. The subsidy
saved from the ‘GiveitUp’ campaign is being utilized for providing new
connections to the BPL families under the ‘Giveback’ campaign. This enables
provision of LPG, a clean fuel, to poor households by replacing the
conventional fuels such as kerosene, coal, fuel wood, cow dung, etc. relieving
the poor of the hardships and health hazards from such fuels.
While
many consumers have given up subsidy voluntarily, it is felt that consumers in
the higher income bracket should get LPG cylinders at the market price.
Therefore, the Government has decided that the benefit of the LPG subsidy will
not be available for LPG consumers if the consumer or his/her spouse had
taxable income of more than Rs 10,00,000/- during the previous financial year
computed as per the Income Tax Act, 1961.
In
keeping with the approach of trusting the citizens, this will be given effect
to initially on self-declaration basis while booking cylinders from January
2016 onwards.
Attestation of Certificate by Gazetted Officers Abolished by Government
Path-breaking
initiatives like discontinuation of affidavits for host of government services
and ending job interviews for various posts from January 1 among other
initiatives kept the Ministry of Personnel in news during 2015.
“The
most revolutionary and path-breaking decision is abolition of attestation of
certificates by gazetted officers instead promoting self-attestation,” Minister
of State for Personnel, Public Grievances and Pensions Jitendra Singh told.
He
said the government took this decision as it was willing to trust citizens,
more importantly it’s youth who will not give wrong information while
submitting self-attested documents.
This
decision has come as a big relief to common people, especially those living in
rural areas, who had to take lot of pain in getting documents attested.
The
Ministry also recently discontinued the practice of submission of affidavit by
the family members of deceased government employees for the appointment on
compassionate grounds.
Now
people are required to submit self-declaration at the time of applying for
compassionate appointment. All states and union territories have also been
asked by the Centre to do away with practice of getting gazetted officer-signed
affidavit and seek self-attestation.
Singh,
a Lok Sabha member from Jammu and Kashmir’s Udhampur constituency, said soon
after Prime Minister Narendra Modi’s announcement to end interviews from
government jobs, his Ministry has acted on it.
“We
have decided that from January 1, next year, the process of interview for Group
C and D recruitments will be abolished,” he said, adding that these are some
steps which nobody thought of in past over 60 years after country’s
independence.

New Products LaunchedPayment Bank to Begin from March 2017
A
week-long celebration of Good Governance Week was organized by Department of
Electronics and Information Technology starting from 25th December 2015. A
National event on Good Governance was inaugurated on 28th December 2015 by Shri
Ravi Shankar Prasad, the Hon’ble Minister of Communications & Information
Technology (MoCIT) in India Habitat Centre at New Delhi. This event involved
active participation from Department of Electronics and Information Technology
(DeitY), Department of Telecommunications (DoT) and Department of Posts (DoP)
and their agencies.
Speaking
on the occasion, Shri Ravi Shankar Prasad reiterated the commitment of the
Government towards the successful implementation of ‘Digital India’ which would
help to transform India into a truly digitally empowered society and knowledge
economy in the 21st century. He said the government is aiming at empowering
people of India through digitalization. Millions of citizens have already
joined in this initiative and invited others to do so. He said e-services
should reach more people at the earliest and sought cooperation from State
Governments, industry and acadmecia in the early achievement of this
objective.

Ravi Shankar Prasad also announced that India Post would be launching Payment
Banking by March 2017. He said after the successful turn around of BSNL, new
initiatives have been taken for improving performance of MTNL. He also
announced launch of free incoming all over the Country by MTNL from New
Year.

Parliamentarians set for a massive pay hike
MP salaries to double?
Five years after parliamentarians
gave themselves more than 300% salary hike, the NDA government seems to be
inclined for another steep rise in the lawmakers’ salary.
Sources said the government is
considering a proposal to provide MPs a basic salary of Rs 1 lakh per month, a
100% hike from the current Rs 50,000. A proposal of the parliamentary affairs
ministry suggests that their constituency allowance and office allowance
too—currently Rs 45,000 each— may be doubled.
Ironically, the government, a few
months ago, had rejected a parliamentary panel’s proposal to give a 70% hike to
the MPs salary. The panel, led by BJP MP Yogi Adityanath, had also demanded a
slew of benefits like more air tickets and soft loans for cars.
The proposal also comes amid
criticism in the social media about the disruptions and nonfunctioning of
Parliament.
Recently, Delhi government gave the
MLAs of the national capital a steep hike in salaries and allowances. Delhi CM
Arvind Kejriwal had justified the hike and even said that Prime Minister and
other MPs too, must get a salary hike.

Govt. considering gratuity for NPS subscribers
Central
Govt. is considering payment of gratuity for employees who joined Central Govt.
service after 31.12.2003 and covered under National Pension System
(Popularly known as New Pension Scheme). Till now they are not covered under
the existing gratuity scheme. Only in exceptional cases like death in service,
retirement on invalidation etc., provisional gratuity is being paid vide order
dated 05.05.2009 as an additional benefit.
Minister of State for Finance, Mr Jayant Sinha informed in
parliament that Govt. is considering the benefit of gratuity to extend for the
NPS subscribers too.
