Commemorative Postage Stamp on Babu Banarasi Das : 31st December 2013

Banarsi Das, popularly known as Babu Banarasi Das (1912-1985) was an Indian politician and Chief Minister of Uttar Pradesh. He was from Janata Party. Banarsi Das was member of Indian Parliament for Bulandshahr from 1977 to 1979. He was Chief Minister from 28 Feb 1979 to 17 Feb 1980. Banarasi Das was born in Utarawli, Bulandshahr, Uttar Pradesh. His sons Akhilesh Das is Rajya Sabha MP and National General Secretary of Bahujan Samaj Party and was Minister of State in Central Government.

It is learnt that Department of Posts is issuing commemorative postage stamp on Babu Banarasi Das on 31/12/2013 at Lucknow.

Subject: Request for convening supplementary DPC on actual calculation of vacancies, linking to repatriation of existing Group B officer working outside their Circles.

Respected Madam,

IPASP Association intends to bring to your kind notice that there is promotional hierarchical imbalance at different level of IP to Group B and JTS Group A due to miscalculation of vacancies while convening DPC.  As a result department is resorting to the officiating arrangements time and again or handing over dual charges of divisions to the suffering of cadre that further leads to deteriorating of postal services. But unfortunately no care is being bestowed towards the welfare of IP cadre and their timely promotions, supplementary DPC and repatriation as well. In order to avoid such an effect and the best way for improving the efficiency of a given task, the association has suggested many ways and means by writing on different issues but all these letters have been discarded without any remedial actions. Some of the instances are as under:    

Supplementary DPC of the left out vacancies from the extended zone of consideration is a part of main DPC and should be convened immediate after completion of one month against left out vacancies so as the officers in the extended zone may not be deprived of their legitimate right and benefits. It is also the established law that if the consideration for promotion gets delayed for no fault of the employee who is found fit for promotion in that vacancy year, then natural justice would require grant of the benefit of promotion with retrospective effect from the date of occurrence of the vacancy. This has held by the court of law in various cases. In the year 2012 but after regular DPC-2011, 23 vacancies were left vacant depriving equal number of  senior most officer of this right that too keeping DOP&T instructions at stake. In the vacancy year 2013, vacancies occurring in December 2013 have not been taken into account leaving a chunk of vacancies of the given year. It is not understood how to fill this gap. Now no action to convene supplementary DPC has been initiated.

In the recently held DPC another glaring irregularity of promoting far-far junior ignoring right of senior was pointed out vide this association letter No. CHQ/AIAIPASP/PS Gr.B/DPC/2013 dated 16-11-2013 but no action to rectify the irregularity by conducting review/ supplementary has been taken. It will not be wrong to mention that rules are interpreted to the individual suitability as no uniformity is being maintained while repatriating the Group B officers. It is not understood why the department is adopting tortuous attitude towards the demands of IP cadre whereas all other cadres are given due and timely settlements to their demands even if it may be a case of choice posting of any individual officers/ officials.

           IP/ASP Association in the recent past raised issue on the arbitrary and illogical orders issued by Directorate, prescribing a compulsory service of minimum of 2 years in RMS/Postal side for being eligible for promotion to the cadre of ASP and a compulsory service of minimum of 3 years in RMS/Postal side for being eligible for promotion to the cadre of PS Group B.  Nobody sitting at the helm of affairs tried to explore the actual position and know how possible would it be to implement the aforesaid orders when there is a ration gap of 90:10 in IPO/ASP: IRM/ASRM. Now, the result is that all the promotions from IP to ASP have been blocked by circles jeopardizing the promotional prospects of IPs/ASPs in all the Circles.

As there is wide spread discrimination toward the cadre so this association request your kind honour to review the cases of IP/ASP and issue orders for convening supplementary DPC, cause immediate repatriation of all Group B officers completed one year in outside Circles and take necessary action to withdraw the mandatory condition of aforesaid service, which is per-se detrimental to the interest of the cadre and department.

Simplification of Procedure for Payment of Family Pension by Persmin

The Ministry of Personnel, Public Grievances and Pensions is the coordinating agency of the Central Government in personnel matters specially issues concerning recruitment, training, career development, staff welfare as well as the post retirement dispensation. The Ministry is also concerned with the process of responsive people-oriented modern administration. Allocation of Business Rules defines the work allotted for the Ministry. The Ministry comprises of the following three Departments.   

Department of Personnel & Training (DOPT)
Department of Pensions & Pensioners’ Welfare (DOP&PW)
Department of Administrative Reforms & Public Grievances (DARPG)

 

During the year 2013, the Department of Persmin initiated to simply the procedure for Payment of Family Pension…

 

Simplification of Procedure for Payment of Family Pension   

The Government has decided that an employee/pensioner/family pensioner may at anytime make a request to the Appointing Authority for advance approval to the grant of family pension for life to a permanently disabled child/sibling or dependent parents. On the basis of this approval, authorisation shall be made in the original Pension Payment Order (PPO) at the time of retirement or by issuing a revised authority. The permanently disabled child/sibling/ dependent parents will receive family pension at the appropriate time, i.e., after the death of employee/pensioner and/or after the death/ineligibility of any other member in the family who was eligible to receive family pension prior to the disabled child/sibling/dependent parents.

 

Where there are other eligible prior claimants to family pension, the names of disabled child/children/dependent parents/permanently disabled sibling will be added to the PPO issued to the preceding eligible family pensioner. Family pension to these permanently disabled child/children/siblings/dependent parents will be payable after the death/ineligibility of the prior claimant, as the case maybe.

 

Grant of Family Pension to the family of missing employee/pensioner   

Family pension is payable to the family of a Government employee or pensioner after his death. Difficulties in payment arise when a Government Servant or pensioner goes missing. Clarificatory instructions were issued by the Central Government for payment of benefits in such cases. According to these instructions, the family must lodge a report with the concerned police station and obtain a report from the police, that the employee or pensioner or family pensioner has not been traced despite all efforts made by them. The report may be a First Information Report or any other report such as a Daily Diary or General Diary Entry.

 

The family can apply for the grant of family pension, amount of salary due, leave encashment due and the amount of GPF and gratuity (whatever has not already been received) to the Head of Office of the organisation where the employee or pensioner had last served, six months after lodging of police report. The amount of salary due, leave encashment due and the amount of GPF will be paid to the family in the first instance as per the nominations made by the employee or pensioner on filling of a police report and submission of an indemnity bond.

Ekalavya is a character from the Hindu epic, the Mahabharata. He was a young prince of the Nishadha, a confederation of jungle tribes in Ancient India. Ekalavya aspired to study archery in the gurukul of Guru Dronacharya, the greatest known teacher in the use of weaponry and martial art knowledge at the time. He was son of Vyatraj Hiranyadhanus, a talented soldier in the army of King of Magadha. Magadha was ruled by Jarasandha, who was at odds with the Kingdom of Hastinapura. Ekalavya sincerely sought the mentor of Dronacharya in weaponry and martial art. Ekalavya is called as one of the foremost of kings in the Rajasuya Yagna where he honours Yudhishthira with his shoes. Though he didn't have his right thumb, he was noted as a very powerful archer and charioteer..

India Post diversifies to cope with changing times

Chennai: With major postal services in the world phasing out door-to-door delivery of mail, the top brass of the postal department has said the future of India Post lay with parcel delivery services.

“Australia’s postal service, for example, has mo­re parcel deliveries than mail. In the same manner, if our e-commerce pi­cks up, most of the peo­p­le will make use of India Post (IP) since we are the only players to have the widest possible network, and IP will still have a chance to stay al­ive,” said Mervin Alex­a­nder, post master gen­e­ral, Chennai circle.

The department is, ho­w­ever, constantly engaging with people through its philatelic activities and special initiatives, like ‘My Stamp’, of wh­ich it has sold over 5,000 models. “We are aware of the fact that letters will start to dwindle in the coming decades. How­ever, we have already sta­rted to diversify our services. We are going to introduce core banking very soon,” said Mervin Alexander.

The philatelic activities of the department continue to find takers. “St­amp collection will help one develop patience and skill, those are the major benefits. The collection of stamps and putting them together needs a lot of skill; there is also great scope for learning about other countries,” said Dr S.S. Sukumar, former state president, Indian Medical Asso­ci­ation.
 

The department perso­nnel claim that as many as 60 lakh letters and greeting cards are delivered during New Year and Christmas.

“I still preserve my father’s letters which become precious after some years. The youth, these days, do not know what they are missing because they we­re never in that era. My brother has written long letters to us, scolding us; it br­i­ngs back a fragment of memory when one re-re­ads it today.

E-mail pinging does not give the feel of a handwritten letter. We have lost our writing and reading habit over a period of time,” said Dr Sujatha Priya, faculty of English at An­na Univ­ersity in Chennai.

Revised Delivery Norms for Speed Post

D.G. Posts No. 13-45/2008-D dated 10/11/.12.2013

The norms for delivery of Speed Post articles have in the past been revised from time to time and are also contained in the Citizen’s Charter of the Department. The existing delivery norms for Speed Post are follows:

(a) Local (within municipal limits) : 2 days

(b) Between one to another metro city (included the six metro cities i.e. Delhi, Mumbai, Kolkata, Chennai, Bangalore and Hyderabad) and limited to Municipal limits of these cities: 2 days

(c) Rest of the country: 4 to 6 days.

2. The norms mentioned above are further qualified by stating that they exclude the day of posting, Sundays and Holidays that they denote maximum time and apply only to the articles booked before the cut-off time.

3. The matter relating to revision of the existing norms for delivery of Speed Post articles was under consideration of this Directorate, and the following has been decided in this regard:

(a) New delivery (transit) norms have been worked out on a city-to-city basis for 87 cities where Speed Post Sorting Hubs are located (excluding 1 CBPO & 2 CBPO). The new delivery norms are being circulated to all concerned by e-mail along with this O.M. The same may be downloaded.

(b) The new norms for a pair of cities have been prescribed in terms of a range. For example,

the delivery norms between Mumbai and Pune is “1 to 2 days, i.e. D+1 to D+2 where “D” is the day of booking.

(c) The new norms would be restricted to the municipal limits of a city (covering only TD PIN codes) under reference.

4. The new delivery norms for Speed Post would be subject to the conditions that:

* They are limited to 87 cities, and municipal limit within these cities,

* They do not apply to the articles booked after the cut-off time on a day(normally) taken as 3 or 4 pm for booking counters at post offices or as decided by the Circle concerned) and an extra day may be added in such cases,

* The delivery norms do not include Sundays and holidays,

* Delay occurring due to curfew, bandh or strike in a particular city mayadversely affect delivery norms,

* Delay occurring due to cancellation of flights/trains/buses/other means of transport for carriage of mail or off-load / non-carriage of mail by the carriers due to any reason is beyond the control of the Department, and therefore, the same may adversely affect delivery norms.

* Beyond the cities mentioned under the delivery norms document, extra days may be required which would vary from place to place..

5. Circles may give wide publicity to the new norms among the public and display the norms in the shape of a matrix of prominent/frequently-used destinations at the post office as display of entire matrix perhaps may not be possible.

6. The new delivery norms would also be placed on India Post website in a user-friendly format so that a user could easily find delivery/transit norms between a pair of cities. In the interim, a PDF version of the document is being uploaded on the Departmental website.

7. This O.M. supercedes all previous instructions on Speed Post Delivery Norms issued by this Directorate/Business Development Directorate.

Central Administrative Tribunal quashes fresh proceedings against retired employee

CHENNAI: Can an employee be punished twice for the same offence? No, said the Chennai bench of the Central Administrative Tribunal (CAT) on Wednesday quashing an order of the ministry of communications and IT to initiate fresh proceedings against a retired assistant postmaster who had undergone punishment for his supervisory lapses.

The matter pertains to V Muthukannu, sub-postmaster in Karur division, who was accused of irregular closure of a recurring deposit and non-account of deposits. In his submissions to the tribunal, Muthukannu said in March 2010, the superintendent of post offices ordered recovery of Rs 8,000 per month from his salary for the loss caused to the postal department. After seven months, it was increased to Rs 12,000. For his contributory negligence, he paid Rs 5.07 lakh to the department. Also, for a year, his salary was reduced and no increments were provided, said Muthukannu.

However, in April 2012, a month before his retirement, the member (personnel), department of posts, dropped the earlier concluded proceedings and initiated a fresh proceeding for the same lapses. He was also issued a memo stating his retirement benefits had been withheld. He asked the CAT to set aside the order for fresh proceedings.

In the counter, the department of post denied the averments and said Muthukannu was involved in a fraud to the tune of Rs 17.46 lakh at the Karur head post office. Fresh proceedings were initiated according to the rules and there was no question of "double jeopardy." Further, it was an exceptional case and had to be dealt with accordingly.

The bench comprising judicial member B Venkateshwara Rao and administrative member P Prabhakaran said, "Once the punishment imposed is undergone, no one can direct a fresh inquiry in the same set of charges." 

The bench quashed the order for fresh proceedings and directed the department to pay all retrial benefits to Muthukannu.

It is learnt that feedbacks on the keys received from participants are still under scrutiny/examination at CEPT Mysore.  After completion of work of scrutiny of all the feedbacks received from candidates, final decision for deletion of particular question/s would be taken at Directorate level and then only outsourced agency (CMC) will evaluate the question papers. Therefore results are likely to be delayed.
