Respected Sir,
We are enclosing herewith
a copy of application dated 18/7/2016 received from Shri Subhabrata Dinda,
Inspector Posts, Suryapet West Sub Division, Suryapet 508213 regarding transfer
under Rule 38 of Postal Manual Vol. IV from Andhra Pradesh Circle to West
Bengal Circle.
The applicant is a direct recruit Inspector Posts of
LDCE 2010 batch and allotted to Andhra Pradesh Circle. The applicant is working
in AP circle since 5/7/2012 and has already applied for Inter-Circle transfer
under Rule 38 to West Bengal Circle on family ground. There are sufficient
vacancies at West Bengal Circle to accommodate the official. The official has now
completed 4 years in AP circle.

notice that Directorate vide their memo
No. A-141-177/2009-SPB-II dated 14th December, 2010 has issued
guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of
P&T Manual Vol. IV. In
the said memo it has stated that CPMG of the Circle where the IPs are working
would be competent to permit such transfer in consultation with the CPMG of the
Circle where the transfer is sought for by the individual.
In view of the above lines, it is requested to kindly
arrange to issue necessary directions to CPMG Andhra Pradesh and West Bengal Circle
to consider Inter-Circle transfer of above named official at the earliest.
