Subject: Request to accommodate the surplus qualified Inspector
Posts of Tamilnadu Circle working in Gujarat Circle in the Home Circle-reg.

Madam,
The
IP/ASP Association would like to invite your kind attention to this
Associations letter of even number dated 25th October, 2012 regarding
re-allotment of the surplus qualified Tamil Nadu Circle Inspector Posts (IPs)
working in other circles. As per the scheme 45 IPs from Tamil Nadu Circle were
allotted to other circles. Conveniently most of the IPs from Rajasthan, Uttar
Pradesh, Chattisgarh, Haryana and Kerala circle have already been re-allotted
to Tamil Nadu Circle whereas remaining 8 IPs are still working in Gujarat circle,
far from their families having language and other similar placed problems. It
is noteworthy to mention that the candidates who have qualified in the
subsequent year under the surplus candidates have been allotted to the same
circle in many parts of the country, but those candidates allotted to various
other circles during 2007 to 2009 are denied to revert back to their parent
circle.
Even though the scheme of surplus qualified candidates of
IP examination has been discontinued from 2011 vide Directorate letter No.
A-34020/01/2007-DE dated 21/7/2011, the sufferings of surplus IPs of Tamil Nadu
Circle is still continuing and affecting the most.
This Association would like to further bring to your kind
notice that, at present good number of IP posts are vacant in Tamil Nadu
Circle. Many a Postal Sub Divisions are vacant and managed by additional
charge. The existing IPs in Tamil Nadu circle have already been over burdened
and holding the additional charge of neighbouring Sub Divisions since years
together would put them under more stress and pain.
We have already taken up the issue of following candidates
with Directorate for their transfer to Tamil Nadu Circle vide dated 6/4/2013,
15/4/2013, 29/4/2013 and it was
intimated that last year Gujarat Circle has appointed 16 IPs and this year 32
new IPs joined on 29/4/2013. It is learnt that this year Gujarat Circle has
communicated NIL vacancy for LDCE for promotion to the IP cadre to be held on 7th
and 8th September, 2013. Hence, there is sufficient number of IPs in
Gujarat Circle and other hand there is acute shortage of IPs in Tamil Nadu
Circle.

It is also bring to your kind notice that, Directorate vide their memo No. A-141-177/2009-SPB-II dated 14th
December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of
Posts under Rule 38 of P&T Manual Vol. IV.
In the said memo it has stated that CPMG of the Circle
where the IPs are working would be competent to permit such transfer in
consultation with the CPMG of the Circle where the transfer is sought for by
the individual. All the IPs has already completed their probation period very successfully
and effectively. And in other hand their juniors posted in other circles have already
got transferred to their home circle i.e Tamil Nadu.
In view of above submissions your kind honour is requested
to issue necessary instructions to Chief Postmasters General, Gujarat Circle
and Tamil Nadu Circle to consider transfers of above named IPs under Rule 38 to
their parent circle, as Tamil Nadu circle have sufficient vacancies to adjust them.

Nothing can be achieved by the department through posting of surplus IP to various states without having knowledge about regional language, we are the handicap in anywhere in India expect posted in our parent circle of Tamilnadu because of lack of language, higher officials should recognize the fact and they must decide to order for one time consideration of Rule 38 to us.
