Copy of Directorate letter No 33-1/2008-PAP dated 26.10.2009 on the above subject addressed to All Chief PMG and DAP(Accounts) :-
I am directed to refer to the OM No 1201103/2008-Estt (Allowances) dated 02-09-08 of Department of Personnel and Training communicted in Directorate's letter of even No dated 27-10-2008 on the above subject.
2. The Chief Postmaster General, Gujarat Circle has reported that the pattern of collection of tutition fee differs from school to school in his Circle. The educational institutions are collecting the fee in advance annurally or six monthly, thereby the Government servants are finding it difficult in producing the original cash receipts for claiming CEA on quarterly basis. It was further reported that in certain schools the receipts are not granted, but the fee payment particulars are recorded on fee-card every month. In such cases also the official is not able to produce the card in every quarter.
3. The case was taken up with DO P&T for guidelines in the above situations. The nodal ministry advised for deciding the issue in consultation with the Inegrated Finance Wing of the Department inlines with the spirit of the instructions contained in OM dated 02-09-08. It has been decided that where the Government is paying the tution fee every month through a fee-card, he can claim the reimbusement of tuition fee every quarter by funishing a copy of the fee-card along with the original fee-card for verification duly attested by the Head of the Office and such fee-card should be accompanied by the detailso f the child furnished in the currently prescribed Form - I for claiming the CEA.
4. In case, the payments of tution fee in advance, either annually or half yearly, the government servant can claim the reimbursement on quarterly basis by producing the original cash receipt and photo-stat copy of the same for verification of the Head of the Office alongwith the details of child in Form-1. 5. The above guidelines may kindly be followed for allowing the reimbursement of tuition fee on quarterly basis where the fee is paid through fee-card or paid in advance annually or half yearly.
