Sufficient number of candidates should be approved over and above the number of vacancies and in case of refusal to accept the promotions by some candidates, others from the approved list should be promoted so that the time spent in futile exercise like holding DPC again is avoided. It is a well known fact that the promotion of IP/ASP to PSS is a namesake exercise without any monetary gain, so some of the candidates do not want displacement. Others who are willing should be promoted. In some of the cases the promotion is issued 2-3 months after the retirement of the candidate. What a fun?
