Respected Madam,

The 37th All India Biennial Conference of this Association was held at Bangaluru on 28th and 29th January, 2012. In the Conference, the matter related to merger of the posts IP and ASP was deliberated in depth and the house passed a resolution unanimously as under:

“This Association is against the merger of Inspector Posts and Assistant Superintendents Posts Cadre. Inspector Posts should be granted Grade Pay of Rs. 4600/- with effect from 01/01/2006 at par with Inspectors of CBDT / CBEC in tune with directions of the Hon’ble CAT, Ernakulam Bench”.

In view of the above resolution, it is requested that action may please be taken to implement the orders of Hon’ble CAT, Ernakulam Bench to upgrade the grade pay of Inspector Posts from Rs. 4200/- to Rs. 4600/- with effect from 1.1.2006.

Chraging Extra premium on PLI policies taken by physically Challenged persons - High Court Delhi raps Govt.

Complaints of discrimination against the disabled are common in matters of civic amenities, job appointments and admissions to educational institutions. But now one such case has emerged in relation to a life insurance scheme floated by the central government itself.

Slamming the Centre, the Delhi High Court has said it will quash its postal life insurance policy that charges the physically challenged extra premium.

State and central government employees are the beneficiaries of this policy. As per its rules, the assured sum for the disabled is much less while the premium much more than what is applicable to ordinary employees. The discrimination was brought to the notice of the court by a PIL filed by a visually challenged lawyer, Pankaj Sinha.

"Why this discrimination? How can you charge the disabled extra premium? They have the same risk factor as ordinary policyholders. The premium should be linked to various ailments — not disability," a bench headed by acting chief justice AK Sikri told the Centre's counsel.

"Disability is not a disease or a medical problem. We are going to quash the policy," the court said. Sinha told the bench: "While non-handicapped persons are insured for a maximum of Rs 5 lakh, disabled people are insured for a maximum of only Rs 1 lakh. The premium paid by disabled people is also more than the premium for non-disabled people."

The court rejected the Centre's argument that disabled people are more prone to accidental risks as compared to persons without any disability and therefore the premium charged should be marginally different.

Subject: Children Education Allowance - Clarification.

The undersigned is directed to refer to Department of Personnel & Training’s O.M. No.12011/03/2008—Estt.(Allowance) dated 2nd September, 2008, and subsequent clarifications issued from time to time on the subject cited above, and to state that various Ministries / Departments have been seeking clarifications on various aspects of the Children Education Allowance / Hostel Subsidy. The doubts raised by various authorities are clarified as under:

What constitute “Fee” as per para 1(c) of the O.M. dated 2/9/2008 and whether fee paid for extra-curricular activities to some other institute and reimbursement of, school bags, pen/pencils. etc., can be allowed? Is there any item-wise ceiling?	“Fee’ shall mean fee paid to the school in which the child is studding, directly by the parents/guardian for the items mentioned in para 1(e) of the O.M.dated 2/9/2008. Reimbursement of school bags, pens/pencils, etc., may not he allowed. There is no item-wise ceiling.
2.	Whether reimbursement can be allowed in case the original receipts are misplaced and duplicate receipts are produced by the Government servant?	In case of misplacement of receipts given by the school/institution towards charges received from the parents/guardian, reimbursement may be allowed if the Government servant produces a duplicate receipt, duly authenticated by the school authorities. Receipts from private parties, other than the school, if misplaced shall not be , entertained, even if a duplicate receipt is produced. Original receipts from school authorities need not be attested / countersigned stamped by the school authorities.
3.	Whether the Government servant is allowed to get 50% of the total amount subject to the overall annual ceiling in the first quarter and the remaining amount in third and or fourth quarter?	Reimbursement of 50% of the entitled amount for the academic year could be allowed in the first and/or second quarter and the remaining amount could be reimbursed in the third and/or fourth quarter. However,the entire entitled amount can be reimbursed in the last quarter.
4.	It is provided that whenever the DA increases by 50% the CEA will increase by 25%. What shall be the date of effect of such enhancement?	Any enhancement in the ceiling of reimbursement per annum due to increase in DA by 50%, shall be applicable on pro-rata basis from the date of increase in DA, subject to actual expenditure during the quarter.

New operational arrangements,

The existing mail offices have been classified into Level 1 (L-1) and Level 2 (L-2) mail offices. There would be 89 L-1 and 244 L-2 mail offices under the new set up.

All L-1 mail offices will close direct bags for each other. An L-1 office will also close bags for all L-2 offices as well as delivery post offices mapped/attached to it.

All L-2 offices attached/mapped to it an L-1 office can close bags for that particular office. An L-2 office may also close bags for all other L-2 offices mapped to the same L-1 office if the need be. It will also close bags for all delivery post offices mapped to it.

An L-2 mail office would not close bags for any other L-1 office to which it is not mapped. Similarly an L-2 office will not close bags for any other L-2 office which is not mapped to the same L-1 office. However, there may be a situation where an L-2 office may require closing bags for an L-1 or L-2 office falling in the same circle or neighboring circle for transmission advantage. Circles should try to keep this number to the bare minimum to the extent possible. In all such exceptional cases, the circle concerned should furnish the list of such offices and destinations for which bag closing is required and seek approval of the Directorate.

Post Offices would prepare two kinds of bags (separate for unregistered and registered mail) for their parent mail office (L-1 or L-2 as the case may be), which would be as follows.

A bag containing TD mail to be delivered by post offices mapped to the same parent mail office (for unregistered mail).

A bag containing non-TD (NTD) i.e. all mail other than TD , to be delivered by post offices not mapped to the same parent mail office (for unregistered mail).

A bag containing TD mail to be delivered by the post offices mapped to the same parent mail office ( for registered mail).

A bag containing non-TD (NTD) mail, i.e. all mail other than TD, to be delivered by post offices no mapped to the same parent mail office (for registered mail).

Post Offices would continue to retain station article i.e. articles to be delivered from the same post office in case of both unregistered and registered articles.

The new operational network has put into operation from 15th February, 2012.

Railways Advise Passengers to Use Current Reservation Counter Facility for short Notice Journeys

The Ministry of Railways has advised the passengers travelling on the train on a short notice to use the facility of Current Reservation Counter situated at the train originating main stations. The Ministry has pointed out that vacant reserved seats available on train after preparation of reservation charts can be booked at the Current Counters of the train originating stations upto a specified time before departure of trains.

The Railways wishes to create further awareness among the passengers about this facility as due to lack of adequate awareness, it is misused by unscrupulous elements/intermediaries for providing confirmed accommodation to passengers at a premium by using the current counter facility.

It may be mentioned that a reserved ticket can be booked across the Passenger Reservation System counters all over the country as well as through internet only upto the time of preparation of reservation charts. After preparation of reservation charts, the berths/seats available, if any, can be booked at the current counter available at the major stations. The reservation charts are normally prepared 3 to 4 hours before he scheduled departure of the train. In case of trains leaving early morning, the charts are prepared on the previous night.

The DOPT has at last cleared the Cadre Restructuring Proposal. There has been a reduction of 398 posts in the Group-A cadres up to the level of DCIT. The proposal in respect of Gr.B & Gr.C have already been cleared by the Department of Expenditure and Finance Minister without any changes. Now the cadre restructuring proposal is expected to go to the Group of Secretaries and then to the Cabinet for clearance. Once it is passed by the Cabinet, the additional posts created will be allocated charge-wise and notification will be issued. Promotions/recruitment will take place subsequently.

As you aware, the Postal Joint Council Action served a notice of Indefinite Strike with effect from 17.01.2012 accompanied by a 25 point Charter of Demands. All the items were discussed in detail in a series of meetings taken by Secretary/Members of the Postal Services Board and minutes of the meeting were sent to you vide communication dated 16.01.2012.

2. In this regard attention is invited to para 24 of the minutes of the meeting dealing with imposing FR-17A against strikers. Instructions on the subject were issued by the Department vide D.O. letter No. 8-27/97-SR (Pt) under the signature of the then Member Development which inter alia states that the provisions of FR-17A in respect of Departmental Employees and Rule 23 of ED Conduct and Service Rules -1964 in respect of EDs (Since substituted by GDS (Conduct & Engagement Rules, 2011) may be invoked only in cases of incitement, instances of violence /sabotage etc. The Department is following these instructions in the matter of regulating the strike period/strike situation. It is requested to review the action taken in this regard in the light of the aforesaid instructions, under intimation to this office.

Further, the prospective applicants are advised that the demand draft towards booking charges for the period w.e.f.1st March 2012 may be sent as per revised charges otherwise their applications will not be entertained and rejected summarily.

Carrying of Original ID Proof to be Compulsory During Train Journey in all Air Conditioned Classes

New Instructions to Come into Effect from 15th February 2012

New Condition not to be Applicable on Passengers Upgraded to AC Class

In a move to prevent misuse of Reserved Train Tickets and reduce cases of travelling on transferred tickets, Ministry of Railways has decided that with effect from 15th February 2012, anyone of the passengers/the passenger booked on the ticket issued from computerized Passenger Reservation System (PRS counters) and Internet (i-ticket) undertaking journey in AC-3 tier, AC-2 tier, 1st AC, AC Chair Car and Executive Classes will have to carry one of the nine prescribed proofs of identity (in original) during the journey. The passengers of these AC classes would be required to produce the Identity Card in original as and when required failing which all the passengers booked on that ticket will be treated as without ticket and charged accordingly. However, the Identity Card (in original or its photocopy) will not be required at the time of purchase reserved AC tickets from PRS counters or i-ticket. These instructions are valid for all categories of trains, with the above mentioned classes of travel.
In case of passengers who are automatically upgraded by the system from sleeper Class to Air-conditioned class and in case of passengers who are upgraded by on-board ticket checking staff on realization of difference of fare, the condition of carrying proof of identity during the journey will not be applicable.
These fresh instructions are in addition to the existing instructions under which the passengers with Tatkal tickets and e-tickets are already required to carry original proof of identity during the course of Railway journey. In case of Tatkal tickets, self attested photocopy of the Identity Card is required at the time of purchase from the PRS counters or Identity Card details (Number etc.) are to be entered at the time of purchase from internet.
A message on this count will be indicated on the ticket issued in the above said classes through computerized PRS/I-ticket.
Center for Railway Information System (CRIS), an organization under Ministry of Railways, has been asked to make necessary provisions in the software.
The list of valid proofs of identity are as under:-
Ø Voter Photo Identity Card issued by Election Commission of India.
Ø Passport.
Ø PAN Card issued by Income Tax Department.
Ø Driving License issued by RTO.
Ø Photo Identity card having serial number issued by Central/State Government.
Ø Student Identity Card with Photograph issued by recognized School/College for their students.
Ø Nationalized Bank Passbook with Photograph.
Ø Credit Cards issued by Banks with laminated photograph.
Ø Unique Identification Card “Aadhaar”.

The scope of the term “photo identity card having serial number issued by Central/State Government” permissible under the scheme is very wide and it covers a large number of photo identity cards, some of which are as under:
Ø Pension Pay Orders (PPO)
Ø Ration Card with photographs
Ø Senior citizen cards.
Ø Below Poverty Line (BPL) cards.
Ø ESI Cards (with photograph) issued for taking treatment in ESI dispensaries.
Ø CGHS Cards (with photograph) issued to individual family members of Central Government employees.

The 37^th All India Biennial Conference of our Association was held at Bangaluru on 28^th and 29^th January, 2012. Out of 22 circles, 234 delegates from 19 circles attended and actively participated in the deliberations. There was no representation from Assam, J & K and Himachal Pradesh circle branches.

Deliberations on following issues have been taken place and approved by the august house.

1. Confirmation of the minutes of Biennial Conference of the Association held at New Delhi on 3^rd and 4^th April 2010.

Shri Roop Chand, General Secretary read out the minutes of the 36^th AIC held at New Delhi on 3^rd and 4^th April, 2010 and it was unanimously approved by the august body.

2. Approval of Biennial report of CHQ for the period from 02/04/2010 to 26/01/2012.

General Secretary read out the report and it was unanimously adopted and approved by the house.

3. Approval of Audited accounts of CHQ for the period from 02/04/2010 to 26/01/2012.

Shri Jeetram, CHQ Treasurer presented the accounts for the period from 02.4.2010 to 26.1.2012. The Treasurer answered/clarified to queries raised by members satisfactorily and accounts were finally passed by the house.

4. (a) Upgradation of grade pay of Inspector Posts from Rs. 4200/- to Rs. 4600/- w. e. f. 01/01/2006.

General Secretary explained that determination of the pay structure is the job of experts sitting in Pay Commissions entrusted with the specific job and the Government cannot attempt selective revisions without addressing its impact on analogous cadres. Having restored parity by virtue of the recommendations of Fifth Pay Commission, the Government can not try to undo the same and create a blatant discrimination between analogous cadres. Strange it is to find that the Ministry of Finance, having disturbed the relativities are trying to find new logic to deny the well merited parity to the cadre of Inspectors and Assistant Superintendent Posts.

The consistent attempts by this Association to bring into focus all these facts to the Department and to the Government have fallen into deaf ears. Instead the Department has been toying with the idea of abolishing the cadre of Assistant Superintendent Posts and merging the two posts into one without any specific assurance to enhance the career progression of this cadre. The posts of Assistant Superintendents exist in the Department from the inception of the cadre of Inspector of Post Offices and the Assistant Superintendents are the second level officers in the Postal Division and in reality the de facto administrators of the Postal Division. Assistant Superintendent Posts were conferred with ‘Gazetted status’ in the year 2005 as the Government was convinced that the nature of duties performed by them are higher and the responsibilities shared by them are unique to the Department and therefore deserve a higher level of recognition and now just to remove the man-made anomaly which has caused undue discrimination to the cadre of Inspectors, neither the Department of Posts nor the Government can demand our passive and unconditional acceptance to the merger of the Inspector and Assistant Superintendent Posts which have different degrees of responsibilities. While the Department has rightly recognized the need to place the Inspector Posts in higher pedestal on par with Inspectors of CBDT/CBEC and accordingly recommended to the Ministry of Finance also, the same Department cannot now demand unconditional acceptance from our Association to accept an unified single cadre of Inspectors or unilaterally alter the cadre structure for the simple reason that the MOF does not accept the proposal from the Department to restore parity without any valid reason and such a step would definitely be retrograde in nature.

The Hon’ble CAT, Ernakulam Bench has dealt at length the background of our claim seeking parity and has rightly appreciated our earnest efforts to secure parity with the Inspectors of CBDT/CBEC and has therefore allowed the OA with further directions to the Ministry of Finance to have a re-look in the matter at the level of Secretary and consider the case of the Inspector (Posts) for upgradation of their grade pay at par with that of the Inspector of Income Tax, CBDT and CBEC and to consider upward revision of the grade pay of ASPs as well.

Opinion of all Circle branches was obtained. Shri.S.Samuel ex-General Secretary, Shri.G.P.Lahiri ex CHQ President and Shri.P.R.Satyanarayanan ex CHQ President spoke in length about the circumstances under which the post of ASP was sanctioned and how gazetted status was obtained after a long struggle. While all other cadres in the central government are expanding their cadre strength and number of posts, why this cadre alone is asked to surrender the promotional avenues and go backward. Finally, the house decided to oppose merger and passed the following resolution:

“ We are against the merger of Inspector Posts and Assistant Superintendents Posts Cadre. Inspector Posts should be granted grade pay of Rs. 4600/- w. e. f. 01/01/2006 at par with the Inspectors CBDT/CBEC in tune with the direction of the Hon. CAT Ernakulam Bench”.

(b) Restructuring of Inspector Posts cadre and Second CRC.

The Second Cadre Review took place in the year 1986. The Committee recommended upgrading 245 posts of ASP to PS Group B. A Presidential order was also issued in this regard but till date it was not implemented by the department. Here also the Department Expenditure created a mess of it. Now the department is talking about another CRC after rendering injustice to this cadre by its failure to implement the earlier one. The department has constituted a Committee under the chairmanship of Shri. Ashutosh Tripathi, Chief PMG, M.P Circle. The terms of reference to the committee are as under:

(1) To revisit the norms for creation of new Postal Division and Regions as well as upgradation of Class II Divisions into Class I Divisions.

(2) To study the feasibility of organizational restricting of fields formations (Circle and below) keeping in view the emerging needs for India Post in new socio-economic environment.

(3) Review of norms for upgradation of Post Offices.

(4) To study the feasibility of strengthening / creation of Postal Assistants/ Sorting Assistants posts in view of increased need of System Administrators.

(5) Any other relevant issue as may be assigned by the Competent Authority later.

(6) The time period of this Committee to submit its recommendations is three months.

Here also the department is planning to upgrade Class II divisions into class I divisions which will mostly beneficial to IPoS officers only. Many of the Class II divisions in which promoted officers are working are likely to lose promotional prospects. The house decided to deal with the subject separately without linking it with up-gradation Grade Pay to IPs.

(c) CAT Ernakulam Judgement dated 19/10/2011 in OA No. 381/2010.

General Secretary informed that Directorate would be submitting the required information in this regard to MoF. The house requested the General Secretary to pursue the case at appropriate level and see that the orders of Hon’ble CAT is implemented.

(d) Regular promotion to PS Group B cadre.

General Secretary elaborated the issue and informed the house that two DPCs had already been convened, one on 27/11/2011 & the second on 17/11/2011. Total 344 members have been promoted to PS Group B cadre and supplementary DPC is also likely to be convened soon.

(e) PS Group ‘B’ and Sr. Postmaster Examination.

General Secretary informed that the examination for the promotion to the cadre of Sr. PM was notified by the Department to be conducted on 31^st December 2011. Department took a decision not to allow ASPs for the examination. This order was challenged before the CAT Chandigarh and Hyderabad. Finally, Department postponed the examination until further orders. Both the cases are still pending before the Honourable CATs. Department has notified the date of PS Group B examination on 27^th May 2012 and Sr. PM Examination in November 2012 without waiting for the final decision of Honourable CATs.

The representatives of Maharashtra, Kerala & Odisha participated in the discussion effectively and pointed out that ASPs & adhoc PS Group B officers should also be made eligible for Sr. Postmaster examination. It was finally decided that the CHQ will take up the matter with Directorate.

(f) & (g) Provision of infrastructure to Sub Division / Re-organisation of sub divisions.

Many of the sub-divisional offices are functioning from sub-standard accommodation. The venture into new area of business development, Rural PLI etc. has increased the work load and public contact in many folds. Hence, the house requested the department to provide proper justified accommodation to all Sub Divisions.

(h) Supply of Laptops / computers with broad band connection for all Inspector Posts / ASP except Sub Divisional Heads.

Secretary Posts, in her address in the last AIC New Delhi assured to supply Laptop not only to Sub Divisions but also to all IPs/ASPs working in other offices. Supply of Laptops has commenced to all Sub Divisions but yet to reach to few more Sub Divisions. Representatives of Karnataka Circle informed the house that none of the Sub Divisions in their Circle has been supplied with Laptop. Circle Secretaries of Rajasthan & Punjab also took part in the discussion and it was unanimously decided that CHQ will take up the case with Directorate for supply of Laptops to all IPs & ASPs including pending sub divisions. Though Lap top have been supplied partially, broad band connections are yet to be provided.

Issue of combined All India Seniority List of IPs from the year 1999.

It has been decided that CHQ will get the information through RTI.

(j) Revision of rates of remuneration for Invigilator duty.

GS informed to the house that, the case has already been taken up with the Directorate and it is under consideration.

(k) MACP scheme.

GS appraised the house that, DOPT has already framed rules and regulations and therefore our Department could not make any changes therein.

(l) Decentralization of PLI / RPLI work to divisions.

Delegates from circles participated in the discussion and it has been decided that, separate set-up with full fledged manpower consisting of MTS, PAs, IPs, ASPs & AAOs should be provided in all divisions for smooth functioning of PLI/RPLI work. CHQ will take up the case with Directorate.

(m) Women and Youth participation in the activities of the Association.

GS made an appeal to all circles to motivate and increase the participation of women & youth members Circle and CHQ level activities. Women and youth members should be encouraged for effective participation in Association activities. They must be roped in for organizational work by electing them to Circle/CHQ body. Smt.T.V.Sundari, AGS-I commended the excellent work done by women members of our Association particularly women IP/ASP from Karnataka Circle in the successful conduct of the All India Conference.

(n) Activities in the Association with PSI.

Shri. Dinesh Khare, President, Smt. T.V.Sundari AGS-I and Shri.Manjunatha Huballi informed the house various work place campaigns, seminars/workshops organized in Tamilnadu/Karnataka Circles in co-ordination with Public Services International (PSI). The President stated that Karnataka Circle was always associated with PSI and its affiliates in the state of Karnataka and he desired that CHQ might continue the Trade Union activities in co-ordination with PSI.

(o) Any other item with the permission of the chair.

Many circles participated in various issues effectively and placed the following demandeds:

i. Rule 38 cases to be considered quickly.

ii. The cases of surplus qualified candidates should also be considered quickly.

iii. Clerical assistance to the sub divisional head.

iv. Delay in MACP cases in MP circle

v. Negative Valuation in all examinations.

vi. Cases of up-gradation of ASPs in the scale of Rs. 7450/- as per Fifth Pay Commission.

vii. Non-payment of RPLI incentives since 2009 to sub divisional heads in Karnataka Circle.

CHQ will take up these cases with the Directorate.

5. Organisational review.

The august body took review of organization functioning. GS informed that CHQ took efforts and revived the defunct Branch of Jharkhand Circle. But despite such efforts in J&K, the defunct Branch in that circle remains defunct.

6. Financial review.

The financial position of CHQ is not so sound. GS informed the house that Circle Branches are not prompt in remitting 40% due quota to CHQ as required vide Article 39 of our Association’s Constitution. He appealed to all Circle Secretaries to remit the CHQ quota in full and in time so that the CHQ could function effectively.

7. Merger of Postal Officers’ Association, India with All India Association of Inspectors & ASP.

Members mooted the idea of merger of our Association with Postal Officers’ Association India. After a detailed discussion it was decided not to go with merger proposal.

8. Postal Inspector / CHQ blog.

GS explained the house that due to want of fund/support from circles, the mouth piece of our Association could not be brought out monthly. “Postal Inspector” can be published every month or at least on quarterly basis if all members subscribe to it. Circles can also extend support by placing a constant demand for certain number of copies by remitting subscription in advance.

9 & 10. Approval for draft resolutions / Amendment to Constitution.

In all, 7 resolutions are adopted unanimously by the august house.

i) To amend Article 38 of the Constitution; this stipulates a monthly subscription of Rs. 30/- from every member increasing the same to Rs. 50/- p. m.

ii) To amend Note 2 below Article 44 (a) inserting the word “or Assistant Circle Secretary” after the word ‘Organising Secretary’.

iii) To provide separate establishment at Divisional Level for carrying out works related to PLI / RPLI consequent upon decentralization. The work relates to verification of policies and sanctioning claims to be got verified by a separate Accounts Officer or divisional accountant rather than by the ASP (HQ). The Association also resolved to request the Department to issue clear cut orders with respect to payment of incentives and to clear all pending incentive bills of IP / ASP at the earliest.

iv) To conduct DPC for PS Gr. B in time. Instructions issued by DOPT to prepare an extended panel should be followed scrupulously and the department should into consideration vacancies that arise out of unforeseen circumstances including cases of unwillingness. This will reduce the increasing number of adhoc promotion given in PS Gr. B cadre in the Circles.

v) To urge the Secretary (Posts) to give direction immediately to Chief PMG Tamil Nadu to withdraw the cluster transfer policy being adopted in that circle for IPs/ ASPs; this is causing much resentment among the members of Tamil Nadu.

vi) To urge the Department to clearly lay down the roll of the Sub Divisional Head while handling loss and fraud cases which exceeds the limit of Rs. 20000/-. While monetary limits are fixed for officers at various level including DPS and PMsG, responsibilities of SDIs are not clarified with clear guidelines which should be put in place.

vii) We are against the merger of Inspector Posts and Assistant Superintendents Posts Cadre. The grade pay of Inspector Posts should be upgraded to Rs. 4600/- w. e. f. 01/01/2006 at par with the Inspectors CBDT/CBEC and analogous cadres in other Central Government ministries/departments in tune with the direction of the Hon. CAT Ernakulam Bench.

Minister for Communications and IT, Mr. Kapil Sibal with MoS, Mr. Sachin Pilot, at the FICCI round table on National Postal policy 2012 , in the capital on Wednesday dated 1st February 2012.
The Postal Department has applied to the Reserve Bank of India for a banking licence, the Communications Minister, Mr Kapil Sibal, said here on Wednesday.
Mr Sibal said he had written to the Finance Minister, Mr Pranab Mukherjee, to expedite the granting of licence.
Speaking on the sidelines of the postal policy round table organised by FICCI, Mr Sibal said, “A national postal policy targeting expansion and modernisation of the postal network would be announced during this year. The Government does not intend to issue licences to courier service companies, but would make it mandatory for them to register.”
Aimed at modernising postal services, the policy is expected to make the department adopt a more financially viable revenue model. It would also provide affordable services at all points in the country as part of its Universal Service Obligation, the Minister said.
The Department is also expecting large-scale private sector participation in providing value added services and extending its product range beyond the current core functions.
“There are tremendous opportunities for the private corporate sector to use its ingenuity to create innovative products and delivery mechanisms through the Indian postal network,” Mr Sibal said.

India currently has 1.55 lakh post offices, 95 per cent of which are located in rural areas.

The 37th All India Biennial Conference of our Association was held successfully in the City of Gardens Bangaluru on 28th and 29th January, 2012. Total 234 delegates from 19 Circles attended the conference and good number of them actively participated in the deliberations held during the course of the conference. I am extremely thankful to every one of you for having me elected for the coveted post of General Secretary of our Association. I am overwhelmed by the affection all of you have shown to me. Our Association is currently passing through a crucial phase. I will surely make efforts to rise to the occasion and try to execute my duties as General Secretary to the fullest of my capacity. As you know, to run this Association is a team work and without your collective support it may not be possible for any GS to lead the Association from the front. In any case, I will require support from all of you and then only I will be able to carry out the legacy set by my predecessors. HOW TO OBTAIN RTI INFORMATION

I am writing this column for those who are desirous of collecting information under RTI and what should be the correct format to have information. As all of us know that, citizen has a right to seek such information from a public authority which is held by the public authority or which is held under its control. It is not open to a requester to ask, in the guise of seeking information, questions to the public authorities about the nature and quality of their actions. The RTI Act does not cast on the public authority any obligation to answer queries, to elicit answers to his questions with prefixes, such as, why, what, when and whether. As an applicant, we can only seek information as defined in Section 2 (f) either by pinpointing the file, document, paper or record, etc., or by mentioning the type of information as may be available with the specified public authority. We can, for example, ask for all records /Copy of decision taken/Copy of note sheets to implement certain orders. We can ask for copy of orders pertaining to implementation period as per law under the rule but not “What would be the further maximum reasonable time required to implement orders?” The definition of information cannot include within its fold answers to the question "which" that would be same thing as asking the reason for a justification for a particular thing. The public information authorities cannot expect to communicate to the citizen the reason why a certain thing was done or not done in the sense of a justification because the citizen makes a requisition about information. Justifications are matter within the domain of adjudicating authorities and cannot properly be classified as information." So I request all my friends that we should call for information under the ambit of RTI rules so that there would not have been any denial to the sought information by the Public Authority.

Grant of Cycle maintenance allowance to postmen-Regarding

The undersigned is directed to say that the issue of grant of Cycle Maintenance Allowance to Postmen without any limitations of distance of their beats has been under consideration of a Committee on special Allowance, headed by Shri Santosh Gauriar, Chief Postmaster General, Madhya Pradesh Circle.

2. The recommendations of the Committee have been examined in consultation with the Integrated Finance Wing of the Department and the Competent Authority is please to approve that all the postmen, who are utilizing cycles for delivery of mails, be granted Cycle Maintenance Allowance without any distance criteria, after due approval of the Divisional Heads concerned subject to satisfaction of prescribed conditions. This will be further subject to strict adherence to the instructions on rotation of postmen beats.

3. These orders shall take effect from the date of their issue.

The undersigned is directed to say that the issue of granting full travelling and daily allowances to the Mail Overseers in this Department has been under consideration of a Committee on special Allowances, headed by Shri Santosh Gauriar, Chief Postmaster General, Madhya Pradesh Circle.

2. The recommendations of the Committee have been examined in consultation with the Integrated Finance Wing of the Department and the Competent Authority is pleased to accept the recommendations as below:

(i) The Mail Overseers will be entitled to normal Travelling and Daily allowances for their journeys beyond Eight Kilometers from their Headquarter Stations and reimbursement of Actual Travelling Expenses for their journeys with the sphere of Eight Kilometers from their Headquarter Stations, in accordance with the Fundamental and Supplementary Rules(Part-II TA Rules)

(ii) The existing Night Halt Allowance payable to the Mail Overseers is ordered to be withdrawn with immediate effect.

3. These orders shall take effect from the date of their issue. Expenditure on the TA and DA of the Mail Overseers shall be debited to the normal Travelling Allowance Expenditure Head of the concerned Units/Divisions and be met from their sanctioned grants.

4. This has been vetted by the Departmental IFW vide their Diary No. 21/FA/12/CS dated 17.1.2012.

Tenure Posting of officials in single handed & double handed post offices – Preventive Vigilance Measure.

Instructions were issued vide this letter of even No. dated 22.9.2005 to the effect that officials who have been posted as SPM /PA in single handed or double handed Post Offices irrespective of period of posting/completion of tenure should not be posted back to the same office after a break as is being done now. In other words officials of single handed and double handed post offices can have only one posting in such offices during their service period. The letter however vested powers personally with the CPMG/PMG for relaxation of the provisions only in respect of double handed post offices in a specific case if warranted by exceptional administrative exigencies.

2. For quite some time past, this office has been receiving reports/representations expressing difficulties faced in the implementation of these instructions in respect of single handed SOs. As such it has been decided that the powers of the CPMsG/PMsG for relaxation in respect of double handed SOs if warranted by exceptional administrative exigencies would be applicable in respect of single handed SOs also.

Fixation of Pay consequent upon 6th Pay Commission in cadres of Inspectors / PAs /AOs in Income Tax Dept.

Consequent upon the upgradation of pay recommended by sixth CPC as 6500-10500 to 7450-11500 with Grade Pay of Rs.4600, many dept. has done fixation as on 01.01.2006 with basic pay as Rs.7450 for these cadres. But as that is not mentioned in the DOPT order memo dated 13.01.2009 [only enhancement of Grade Pay from Rs.4200 to Rs.4600 is mentioned in the said order], Zonal A/Cs offices are insisting for recoveries where the minimum has been fixed as Rs.13860 [7450 X 1.86] + Grade Pay of Rs.4600.

Recently I.T. Dept has issued an order to ZAO not to recover the amount as it is under "Active Consideration" of DOPT and most likely it will be granted.

Sir / Madam,

The undersigned is directed to refer to this office letter of even number dated 13.12.2011 (SB Order No.31/2011) and Corrigendum issued on 20.12.2011 on the subject. Text mentioned under Point (5) of SB Order No. 31/2011 may be replaced with the following:-

(5) Maximum limit of 2 years fixed for admissibility of Post Maturity Interest has been removed...

Procedure:- Now PMI should be paid at the simple interest rate applicable to savings account from time to time from the date of maturity to date of payment. Limit of maximum of two years has been removed. The rate of interest shall be equal to the rate applicable from the date of maturity to the date of payment at different times. For example, if an account was matured on 26.8.2010 and the depositor attends the post office on 15.01.2012, he will be paid PMI at the rate 3.5% from 01.09.2010 to 30.11.2011 and at the rate 4% from 1.12.2011 to 31.12.2011. This shall be applicable to the existing as well as new investments in all schemes. Calculations’ are to be made manually and recorded in the Register to be maintained in manuscript for future reference till software is amended. All other conditions mentioned in the relevant rules shall remain unchanged.

Note:- For the purpose of payment of interest, any part of the period which is less than one month shall be ignored

India Post Signs MoU with Air India for Logistics Post Air Service

Fifteen Cities to have This Service Initially

MoU will be Effective from February 1, 2012

India Post today signed an MOU with Air India for carriage of “Logistics Post Air” Service by Air India. This service will help the customers to send their consignments to different parts of the country, especially to the North-Eastern region without difficulty. This MOU will meet the huge demand for Logistics Post Air Service for hassle free dispatch of consignments to different parts of the country including the North East.

India Post in collaboration with Air India plans to start this service from 15 cities initially to meet the demand from the customers. These cities are Ahmedabad, Agartala, Bangalore, Chennai, Delhi, Guwahati, Hyderabad, Imphal, Kolkata, Lucknow, Mumbai, Nagpur, Patna, Pune and Trivendrum. Of these, three are in the North East.

India Post will deliver the consignment of Logistics Post Air to Air India at the point of delivery of the departure station and will also collect it at the arrival station. Booking, handling, packing, delivery etc. will be done by the India Post. Air India will only transport the consignment from one station to another station.

Shri Y.P.S. Mohan, Chief General Manager, Business Development and Marketing, India Post and Shri Harsh K. Pandey, General Manager (Cargo), Air India signed the MoU on behalf of their respective organizations in presence of Shri Santosh Gauriyar, Member (Operations), Postal Services Board and Shri Rohit Nandan, CMD, Air India.

This service will be extended to other cities in a phased manner.

     I am directed to intimate that the above mentioned examination was held on 15th & 16th October, 2011 in 21 Centres.
2.   After conducting the Examination, many grievances from the candidates who took the Examination and from Service Unions/Associations have been received alleging prescribing of certain questions outside the syllabus in respect of Paper-III of IP Examination 2011 held on 16-10-2011. The Competent Authority, therefore, ordered to constitute a Committee of departmental officers for examining the grievances. The report of the Committee has been carefully examined and the Competent Authority ordered to hold a re-examination in Paper-III of IP 2011 as per the prescribed syllabus.
3.   Accordingly, a Re-examination in Paper-III will be held on 29-01-2012 (Sunday) in 21 centres (except Kerala Circle). The Examination will be conducted through approved Outsourcing Agency on turnkey basis. The Schedule of examination is as below :-

4.   The Re-examination will be for the candidates who actually appeared on 16-10-2011. The number of candidates appeared is furnished in enclosure. 5.   The contents of this letter may be given wide publicity and circulated to all the concerned to avoid any personal grievance.

Office Memorandum

Sub: Grant of family pension to next eligible member in the family in the case of missing family pensioners.

The undersigned is directed to state that as per extant instructions of the Government, conditional provisions have been made in the case of a missing employee/pensioner, as a measure of social security, to cut short the period of 7 years, as given in Sections 107 and 108 of Indian Evidence Act, 1872, after which the presumption of a missing person being no longer alive may be raised, and enable the family pensioner to receive family pension after a period of six months from the date of filing FIR. However, there is no such provision in the case of a missing family pensioner that the next eligible member of the family of the employee/pensioner may be granted family pension.

2. The Department of Pension and Pensioners’ Welfare has been receiving requests to issue a clarification whether family pension to eligible child / children of a family pensioner who has been declared missing can he granted.

3. The matter has been considered in this Department in consultation with the Department of Expenditure, Ministry of Finance. It has been decided to make similar provisions to mitigate the hardships of the family caused by the deprivation of its rightful family pension as a consequence of disappearance of the family pensioner. The administrative Departments/ Ministries may grant family pension to the next eligible member in the family subject to fulfilment of conditions as prescribed from time to time for dealing with the cases of missing employees/pensioners.

4. The Indemnity Bond prescribed for missing pensioners has been suitably modified to include the name and relationship of the next eligible family member as well as the deceased employee/pensioner and the missing family pensioner(s).

5. These provisions would also be applicable in case a person. who is eligible for family pension, goes missing before the family pension is actually sanctioned to him/her. In such cases, family pension will be sanctioned to the next eligible person.

6. This issues with the concurrence of Department of Expenditure vide their ID No.380/E.V/2011, dated 22.11.2011.

NEW PROCEDURE FOR ISSUE OF CGHS CARDS IN OTHER CITIES

The above procedure can also be followed in all other cities 'mutatis-mutandis’ with suitable modifications. The Card making process would be centralised in the office of the AD/JD. CGHS in charge of the city.

INSTRUCTIONS REGARINDG SUBMISSION OF REQUISITIONS FOR ISSUE AND COLLECTION OF CGHS CARDS

1. Requisitions for issue of CGHS Card(s) should be sent to Additional Director(HQ) CGHS, New Delhi. They should also he duly diarised in the Administrative Section of the concerned Ministry / Department.

2. It would be the responsibility of the Ministry/Department /Autonomous bodies concerned to scrutinise the applications carefully before these are sent to the CGHS. The sponsoring authority concerned should also scrutinise the CGHS Cards collected from the CGHS (HQ) before delivery of the same to the applicant, so as to ensure that each CGHS Card(s) is in order and containing all particulars/information required to be included in the CGHS Card(s). In the case of any error being noticed, the fact should be brought to the notice of the Additional Director (HQ) CGHS, New Delhi immediately. The CGHS Card(s) should not be delivered to the applicant until the error is rectified. All applications should be thoroughly scrutinised by the Ministries etc.. for ensuring the correctness of the details furnished in the requisitions and the bonafides of the applicant.

3. The Ministry/Office concerned should nominate a representative, who will deliver the requisitions to the Office of Additional Director (HQ) CGHS. New Delhi and collect the CGHS Card(s) etc. therefrom. His/her name and designation, alongwith Identity Card Number should he indicated on the Challan slip In Form 'C’. His/her specimen signatures on the Challan slip will also be duly attested by the Administration Section of the Ministry/Office
concerned.

4. The rubber stamp indicating the name and designation of the sponsoring authority should be affixed below his/her signature on the application form, and his/her telephone number should also be Indicated to enable the Office of Additional Director (HQ) CGHS, New Delhi to contact the officer concerned over the telephone or otherwise, in case of any doubt.

5. Each Ministry/Office shall, from time to time, nominate an officer to sponsor the requisitions to be forwarded to the Office of Additional Director (HQ)CGHS, New Delhi. The name, designation and telephone no. of the sponsoring officer so appointed by the Ministry/Office concerned shall be intimated to the Office of Additional Director (HQ)CGHS. New Delhi as and when a change takes place.

6. It shall be the responsibility of the sponsoring authority / Ministry/Department/Office to ensure that the monthly CGHS contribution at
the prescribed rate Is regularly deducted from the salary bill of the CGHS beneficiary and remitted to the Government account to keep his/her CGHS membership alive and valid as CGHS is a contributory scheme.

7. It shall also be the responsibility of the Individual Central Government employee to whom the CGHS membership has been granted by issuing CGHS
card(s), to deposit his/her monthly CGHS contribution at the prescribed rate through his/her regular salary bill to keep his/her CGHS membership alive and valid.

8. It shall be the responsibility of the CGHS beneficiary to ensure that the CGHS card(s) issued to him and his/her family members are not misused in any circumstances or by any unauthorised person.

IN CASE OF LOSS / MUTILATION OF CGHS CARDS

LOSS / MUTILATION OF CGHS CARDS

1. The holder of the CGHS card is personally responsible for its safe custody.

2. In case of loss of a CGHS card or a temporary index card. It shall be incumbent on the card holder to report the loss immediately to the Office of the Additional Director (HQ), New Delhi and also to the Ministry or Office which sponsored the requisition for the issue of the CGHS card.

3. On receipt of a report from the card holder about the loss of the CGHS card., the Ministry / Office concerned shall send a Report to the Office of the Additional Director (HQ), CGHS, and New Delhi giving full details of the circumstances leading to the loss of CGHS card.

4 In case the lost CGHS card is subsequently found, the Office of Additional Director, CGHS shall be informed and in case a duplicate one has been issued in the meantime, the original CGHS card shall be returned to the Office of Additional Director, CGHS for cancellation.

5. A penalty of Rs.50 shall he imposed on the person concerned for the loss of the CGHS card. The penalty once deposited will not be refunded even if the CGHS card is subsequently retrieved.

6. The loss of CGHS card shall be recorded by the Ministry / Office concerned in the remarks column against the relevant entry in the Register of CGHS cards maintained by them in the prescribed Form 'E’.

7. The Ministry of Health and Family Welfare may in special circumstances and for the reasons to be recorded in writing, waive the penalty charges for the loss of a CGHS Card in any particular case.

8. Besides the recovery of penalty charges, a Government employee who fails to give a satisfactory explanation for the loss of CGHS card(s) issued to him /her, would be liable to disciplinary action.

9. In the case of the loss, mutilation of CGHS card, a temporary card will be iIssued only after the penalty charges for such loss or mutilation, as the case may be, have been deposited by the concerned employee.

10. Penalty for Mutilation of the CGHS card before the period of expiry is Rs 50/-.

MISCELLANEOUS

1. CGHS card Issued by the Directorate General of Central Government Health Scheme (CGHS) is not transferable.

2. Misuse of CGHS card will entail penal consequences and in the case of Government employees, disciplinary action can also be taken.

3. On the expiry of the period of validity of a CGHS card, the holder of the CGHS card shall surrender it immediately to the Ministry/Office concerned and apply for renewal or the CGHS card(s), if necessary.

4. The holder of a CGHS card(s) will surrender it to the sponsoring authority when the CGHS card is no longer required by him on account of his transfer or shifting of residence to a non-CGHS covered area.

5. Each Ministry / Office sponsoring requisitions for CGHS cards shall maintain a register in Form ‘E’ to record the details of CGHS cards issued as per the recommendation of the Ministry / Office. This register shall be submitted to the Directorate General of CGHS if and when required for scrutiny.

6. The Ministry of Health and Family Welfare may issue any further instructions, as may be considered necessary to supplement the CGHS Guidelines and instructions.

The new procedure as laid down in this Office Memorandum shall be effective from the 16th day of January, 2012 and it supersedes all previous instructions issued from time to time on the subject.

Feedback on the fourth meeting of the National Anomaly Committee was held on 5.1.2012 in New Delhi. The official minutes of the meeting will be published shortly by Dopt.

The AIANGO (All India Association of Non-Gazetted Officers) General Secretary Shri.S.B.Chaubey, updates out come of the National Anomaly Committee Meeting held on 5th January 2012. Some key points are appended in the meeting has uploaded in the official blog of AIANGO. We have reproduced the contents of the post and given below for your information...

1. Increment Anomaly Settled :As per the information received from NAC Members , In today’s National Anomaly Committee Meeting. The point of anomaly in increment between Jan to June has been settled. It has been decided to issue orders for one time correction. Orders may come soon.

2. Grant of financial up-gradation in the promotional hierarchy instead of Grade Pay hierarchy under the MACPS is under consideration: The required data on this subject was sent to DOP&T by MOD in Last weak of Dec/2011. This point was also discussed in today’s National Anomaly Committee Meeting but could not be decided. Point is under consideration and it will be again discussed in next NAC-Meeting.

3. Grant of ACP to those who have completed 24 years before 01/01/2006 : As intimated vide previous circulars, earlier the file was not traceable in MOF(Expenditure). Now the case is traced and the same is under consideration/process in MOF(Expenditure) for issue of clarification.

4. Review DPC for promotion from CM – NT – OTS to JWM : OFB has committed to issue 120 promotions by 15th Jan/2012. ACR ratings of 120 ACRs of 120 CM/NT(OTS) has been asked from factories after meeting vide. DJWM-15 NT(OTS)/A/GB Dated. 28/12/2012. Letter and list is available in OFB-COMNET. All Branch Secretaries are requested to ensure that ACR Ratings of the individuals of each branch are sent to OFB by Factories at the earliest so that the promotions can be ordered by 15th Jan/2012.

5. DPC for promotion JWM to AWM for Last three Consecutive Years : There was a query of MOD on Final DPC Papers for 100 promotions from JWM to AWM submitted to MOD by OFB. OFB has clarified the same in first Weak of Jan/2011. Now the case is to be approved by the level of Jt. Secretary /LS(DDP) and to be submitted to UPSC for DPC. It may take maximum 02 months in issue of orders as per our assessment.
