Government approves 78-day wages as bonus to railway employees

Government has granted 78 days wage as bonus to 12 lakh railway employees. Since last 5 years, railway employees are getting same days productivity linked bonus (PLB). The financial implications will be about Rs. 2090.96 crore. 

Payment of PLB would result in motivating a large number of railway employees to improve the performance of the Railways and enhance the productivity levels further besides maintaining industrial peace.

The payment of this Bonus to eligible Railway Employees will be made before Dussehra/Puja holidays.

India Post Payments Bank starts recruitment

Press Release

India Post Payments Bank has started its recruitment drive with the release of the advertisement for the post of the Chief Executive Officer/ Managing Director, the Chief Technology Officer (CTO), other CXOs who will be heading its Operations, Risk and Compliance, Finance, HR & Administration and Sales and Marketing Departments. It has also advertised for some contractual positions across multiple Departments. Regular recruitment for other positions across scale I-VII will also be announced in the coming weeks. IPPB has also called for deputations from Public Sector Banks for some corporate HQ positions and will shortly be seeking deputations from banks, post office & other Govt Depts for its branch locations. IPPB plans to recruit about 3500 professionals in the coming months. Details are available on the India Post website.

IPPB will be headquartered in New Delhi and plans to launch 650 branches across the country by the next year. The India Post Payments Bank will leverage the widespread reach and the trust that the Post office enjoys in the minds of the citizen to truly drive financial inclusion. IP/ASP Association would like to invite your kind attention to its letter of even number dated 31/8/2016 vide which it was reported that most of the Director of Accounts (Postal) in the country has not drawn GP of Rs. 5400/- to the incumbents working on Sr. Postmaster post w. e. f. 1/1/2016.

In accordance with the recommendation of 7th Pay Commission and as accepted by the Govt. of India the pre-revised of Grade Pay of PS Group ‘B’ Officers has been revised from Rs.4800/ to Rs.5400/- in the pay scale of Rs.9300--34800 in PB-2 w.e.f. 01-01-2016.

It is pertinent to mention here that none of the officers presently working as Sr Postmasters were promoted in Sr Postmaster Cadre. Rather they were promoted in PS Group B Cadre. As such all the Group B officers presently working on the post of Sr. Postmasters are entitled to Grade Pay benefit of Rs. 5400/- in pre-revised scale w.e.f. 01.01.2016 and accordingly their pay fixture would be fixed in the revised matrix. There may be interpretation in understanding the meaning of the enhancement of GP of PS Gr. B from Rs. 4800/- to 5400/-. Sr. Postmaster cadre is also a PS Gr. B cadre like ADPS working in RO/CO and Dy. Directors working under Director GPOs.

It is therefore once again requested your kind honour to direct all the DAPs/GM Finances in the Department to allow to draw GP of Rs. 5400/- to Sr. Postmasters and allowances as appropriate to the grade pay from 01-01-2016.

Railway employees to get 78 days' bonus before festive season

The Addl. Member Staff Railway Board, Shri Anand Mathur, has intimated today, i.e. 26.09.2016, AIRF leadership that, Railway Board’s orders for Restructuring of Technicians, to which an agreement was arrived at in Full Board Meeting held on 22.07.2016, will be issued in this week, and payment of 78-day PLB @ Rs.7000 p.m. will be made to all the Group `C’ and `D’ railwaymen well before Pooja Festival.

WORLD POST DAY-2016 AND NATIONAL POSTAL WEEK:

World Post Day is celebrated each year on 9 October. The event was declared by the 1969 Universal Postal Congress in Tokyo as a means to mark the anniversary of the Universal Postal Union's (UPU) creation in 1874.

The purpose of World Post Day is to bring awareness to the Post's role in the everyday lives of people and businesses, as well as its contribution to global social and economic development.

As a result, the UPU's member countries are encouraged to organize their own national activities to celebrate the event, including everything from the introduction or promotion of new postal products and services, to the organization of open days at post offices, mail centres and postal museums.

INTERNATIONAL LETTER-WRITING COMPETITION FOR YOUNG PEOPLE:

For countries participating in the UPU International Letter-Writing Competition, national winners are often honoured on 9 October. The theme selected for the 2016 competition is: "Write a letter to your 45-year-old self." This topic was chosen to mark the 45th edition of the international contest. Children around the world are warmly encouraged to give flight to their imagination, while writing a letter to themselves in the future.

Govt is actively considering central D.A. increase from 01.07.2016

Sources close to Finance Ministry told that the initial installment of DA to central government employees on the revised pay structure w.e.f 1.7.2016 is under consideration.

There is a confusion about percentage of D.A. payable from 1st July 2016 to Central Govt. employee and pensioners. There may be a hike of 2 to 3 percentage point, which is to be announced very soon, probably in this week.
Meanwhile Govt asked the Pay Research Unit to calculate exact financial implication for every percentage of D.A. increase, which is a routine matter.

Direct Recruit Inspector Posts position from 2013 to 2016

During the course of Biennial Circle Conference of Maharashtra Circle Branch it was brought to the notice of GS that there is acute shortage of Inspector Posts in few Regions of Maharashtra circle and therefore available Inspector Posts are holding dual charge of Sub Divisions for months/years together. Few members also told that ASPs are forcibly asked to hold the additional charge of vacant Sub Division of Inspector Posts. This situation may be in other circle.

All are aware that Directorate has already issued following number of candidates allotment under Direct Recruit Inspector Posts quota (33.33%) to all Circles with a direction to complete the pre-appointment formalities and give them required field, induction training and appointment. It has also brought to the notice of CHQ that, many allotters either not responded to the notices issued by circles or quit the service within the short period of joining. It means that there are number of unfilled vacancies are still available in the Direct Recruit Inspector Posts quota.

The year wise allotment and present status in recruitment is as under:

Year 2013 : 122 candidates allotted to circles. Recruitment process said to be completed.

Year 2014 : 102 candidates allotted to circles. In few circle recruitment process is yet to complete.

Year 2015 : 67 candidates recently allotted to circles. Process of pre-appointment formalities is yet to start in all circles.

Year 2016 : 92 vacancies reported to SSC by Directorate. Circle wise vacancy position is as under:

Army to get revised salary from September onwards

Sources said that during the meeting with the chiefs, Manohar Parrikar told them that the government cares for the forces and all concerns raised by them will be addressed.

Fourteen lakh army personnel will receive revised salaries, recommended by the 7th Central Pay Commission (CPC), September onwards. The three service chiefs have given the government more time to separately resolve "core pay anomalies" at a later date.

Government decides to shift the issue date of the Sovereign Gold Bonds 2016-17 Series-II from September 23, 2016 to September 30, 2016 in view of large number of applications being received by banks and post offices 

The Government of India in consultation with the Reserve Bank of India(RBI), had notified the issuance of Sovereign Gold Bonds, 2016-17 Series II vide Notification F.No.4(7)-W&M/2016 dated August 29, 2016. The tranche was open for subscription from September 01, 2016 to September 09, 2016. The bonds were to be issued on September 23, 2016.

Large number of applications have been received by banks and post offices. To enable smooth uploading of applications into RBI’s E- Kuber system, particularly by the post offices, it has since been decided to shift the issue date of the Sovereign Gold Bonds from 23rd September,2016 to 30th September, 2016.

All other terms and conditions of the above Notification remain unchanged.

DPC : PS Gr. B for the year 2016-17 .... updates

As we know that Directorate vide memo No. 9-14/2016-SPG dated 01.09.2016 has directed all circles to handover APARs of officers who are in ZoC for promotion to the cadre of PS Gr. B for the vacancies of 2016-17.

A)   As on date following circles are said to be handed over the APARs and required documents to Directorate.

Haryana / Himachal Pradesh / Punjab / Uttar Pradesh / Gujarat / Delhi / Rajasthan / Madhya Pradesh / Odisha / Andhra Pradesh and Maharashtra.

B) Following circles turn has not come so far to submit the documents:

On 26/9/2016, Karnataka Circle and West Bengal Circle will submit their documents to Directorate and on 28/9/2016 Tamil Nadu Circles turn will come.

It is learnt that J&K and Bihar Circle has not submitted their officers APARs and documents on due date to Directorate.

Shri Rajeev Kumar Circle Secretary Bihar Circle and Shri Sandeep Bhat / Rauf of J&K may meet their circle administration and request them to send the requisite information/documents to Directorate before 28/9/2016.

40th All India Postal Football Meet at Shillong ... Results of Semi-final matches

In the first semi-final, Karnataka beat North East by 3-1.


Second semi-final was played between Kerala Vs Tamil Nadu. Match was tie by score 1-1 and then in tie breaker Tamil Nadu beat Kerala by 5-4. 

Tomorrow 3rd position and final matches will be played. 

3rd Position match will be between North East Vs Kerala T 10.00 hours and Final will be between Karnataka Vs Tamil Nadu at 13.00 hours.

Cabinet approves merger of rail budget with general budget

Cabinet approves merger of rail budget with general budget;

advancement of budget presentation and merger of plan and non-plan classification in budget and accounts  

The Union Cabinet has approved the proposals of Ministry of Finance on certain landmark budgetary reforms relating to (i) the merger of Railway budget with the General budget, (ii) the advancement of the date of Budget presentation from the last day of February to the 1st of February and (iii) the merger of the Plan and the Non-Plan classification in the Budget and Accounts. All these changes will be put into effect simultaneously from the Budget 2017-18.

Merger of Railway Budget with the General Budget:

The arrangements for merger of Railway budget with the General budget have been approved by the Cabinet with the following administrative and financial arrangements-

(i)  The Railways will continue to maintain its distinct entity -as a departmentally run commercial undertaking as at present;

(ii) Railways will retain their functional autonomy and delegation of financial powers etc. as per the existing guidelines;

(iii)The existing financial arrangements will continue wherein Railways will meet all their revenue expenditure, including ordinary working expenses, pay and allowances and pensions etc. from their revenue receipts;

(iv)The Capital at charge of the Railways estimated at Rs.2.27 lakh crore on which annual dividend is paid by the Railways will be wiped off. Consequently, there will be no dividend liability for Railways from 2017-18 and Ministry of Railways will get Gross Budgetary support. This will also save Railways from the liability of payment of approximately Rs.9,700 crore annual dividend to the Government of India;
The presentation of separate Railway budget started in the year 1924, and has continued after independence as a convention rather than under Constitutional provisions.

The merger would help in the following ways:

· The presentation of a unified budget will bring the affairs of the Railways to centre stage and present a holistic picture of the financial position of the Government.

· The merger is also expected to reduce the procedural requirements and instead bring into focus, the aspects of delivery and good governance.

· Consequent to the merger, the appropriations for Railways will form part of the main Appropriation Bill.

Advancement of the Budget presentation:

The   Cabinet   has   also   approved, in principle, another   reform   relating   to   budgetary   process,   for advancement of the date of Budget presentation from the last day of February to a suitable date.  The exact date of presentation of Budget for 2017-18 would be decided keeping in view the date of assembly elections to be held in States.

This would help in following ways:

· The advancement of budget presentation by a month and completion of Budget related legislative business before 31st  March would pave the way for early completion of Budget cycle and enable Ministries and Departments to ensure better planning and execution of schemes from the beginning of the financial year and utilization of the full working seasons including the first quarter.

· This will also preclude the need for seeking appropriation through 'Vote on Account' and enable implementation of the legislative changes in tax; laws for new taxation measures from the beginning of the financial year.

Merger of Plan and Non Plan classification in Budget and Accounts:

The third proposal approved by the Cabinet relates to the merger of Plan and Non Plan classification in Budget and Accounts from 2017-18, with continuance of earmarking of funds for Scheduled Castes Sub-Plan/Tribal Sub-Plan. Similarly, the allocations for North Eastern States will also continue.
This would help in resolving the following issues:

· The Plan/Non-Plan bifurcation of expenditure has led to a fragmented view of resource allocation to various schemes, making it difficult not only to ascertain cost of delivering a service but also to link outlays to outcomes.

· The bias in favour of Plan expenditure by Centre as well as the State Governments has led to a neglect of essential expenditures on maintenance of assets and other establishment related expenditures for providing essential social services.

· The merger of plan and non-plan in the budget is expected to provide appropriate budgetary framework having focus on the revenue, and capital expenditure.
