Age Limits: A candidate must have attained the age of 21 years and must not have attained the age of 32 years on the 1st of August, 2015 i.e., he/she must have been born not earlier than 2nd August, 1983 and not later than 1st August, 1994.

Minimum Educational Qualifications: The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Application Fee: Candidates have to Pay Rs.100/- either by online or offline mode. No Fee for Female/ SC/ ST/ PH candidates.

Selection Process: The Civil Services Examination will consist of two successive stages. Civil Services Preliminary Examination (Objective type) for the selection of candidates for the Main Examination and Civil Services Main Examination (Written and Interview).

CWC Meeting at Trivandrum on 25/7/2015 and 26/7/2015

The copy of notification for holding of Central Working Committee Meeting (CWC) have already been dispatched to all CHQ office bearers, Circle Secretaries and also to all Head of the Circles by email. 

It is requested to all CHQ officers and Circle Secretaries to down load the same and submit to their concerned authority for grant of special casual leave.

Barely a minute old , city girl has saving account

Agra: A minute-old baby girl in the city has become the youngest account holder under the Sukanya Samridhi Yojana (SSY), according to the city's Agra postal department.

SSY was initiated by Prime Minister Narendra Modi in January for welfare of girl child across the country.

Laxmi Kumar, born on Saturday at 11.10am, breaks the previous record set by another Agra-born infant. The previous record of opening an account, held briefly by Ankita Devi Kashyap, was ten minutes.

The records have been tumbling due to the local postal department's endeavour to promptly open saving accounts of baby girls under SSY.

Besides tracking birth of every infant in the district hospital, the postal department is also suggesting names of the baby to ensure that an SSY account is registered in record time.

Vinod Kumar, director of postal services for Agra region, said, "We are going to send an entry to the Guinness Book of World Record as Laxmi is the youngest girl to have a saving account."

The central government's scheme for girl child has had many takers in Agra region. The general post office (GPO) of Agra has opened 89,000 saving accounts till May 15, the highest tally in Uttar Pradesh.

          IP /ASP Association would like to invite your kind attention towards an application dated 6/1/2014 of Shri K. Ganesan, IP, Nagpur City Division, Nagpur regarding transfer Inter-Circle transfer under Rule 38 of P&T Manual Vol. IV to Tamil Nadu Circle.

The applicant is a surplus candidate of IP Examination-2009 and allotted to Maharashtra Circle. He has applied for Inter-Circle transfer under Rule 38 on 6/1/2014 on family ground and now he has completed 3 years’ service outside the home circle. It is learnt that CPMG Tamil Nadu circle has already given consent to Maharashtra Circle for accommodation of applicant against the departmental quota. It is hearsay that due to shortage of IPs in Maharashtra Circle, the above named official’s request was not considered but now 33 candidates from Maharashtra circle have been declared successful in the examination held for the year 2014.

This Association would like to bring to your kind notice that, Directorate vide their memo No. A-141-177/2009-SPB-II dated 14th December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV.  In the said memo it has stated that minimum service limit is 3 years for surplus qualified IPs and CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual. Thereafter Directorate vide memo No. A.141-121/2014-SPB-II dated 21st July 2014 directed to all circles to consider the request of all such candidates for transfer under Rule 38 to their parent circle by counting the vacancy for IP examination.

     In view of the above submissions, it is requested to your honour to kindly look in to the matter personally and arrange to issue transfer order of above named official at the earliest.

Bi-Monthly / Four Monthly Meetings with Regional / Circle administration.

It has been brought to the notice of CHQ by members that, many Circle Secretaries are not requesting their Regional / Circle administration for holding of bi-monthly / four monthly meetings regularly with Regional PMsG and Chief Postmaster General which results non settlement of local issues / problems. The following Regional / Circle Level issues are said to unresolved for months/years together. 

1. Issue of circle seniority list (gradation list) / up-dation as on 1/7/2014
2. To conduct training on Finacle / Mc Camish software to IP/ASP
3. Non-payment of PLI/RPLI incentive bills of IP/ASPs
4. Consideration of Inter-circle Rule 38 transfer cases
5. Consideration of requests of IP/ASPs for transfer at their choice station etc.  
6. Filling up of vacant post of IPs (direct recruit quota)
7. Filling up of vacant post of ASPs 
8. Supply of good quality of furniture to headquarter of sub divisional heads
9. Replacement of batteries of laptops provided to IP/ASPs
10. Non-payment of TA / Medical bills
11. Issue of adhoc promotion orders from ASP to PS Gr. B against vacant post 
12. Filling up of vacant posts of Mail Overseers
13. Non-payment of IO/PO honorarium bills of IP/ASPs
14. Grant of amount to purchase briefcase / purse for office use

   Now-a-days daily phone calls are received from members to GS for intervention in the matters. CHQ has already directed to all Circle Secretaries through this blog on 12/2/2015 to take up these long pending issues with the concerned authorities through bi-monthly / four monthly meetings, but till date most of the Circle Secretaries did not turned up with the agenda on the pending issues to their regional / circle administration. It is also noticed by CHQ tat many circles are not updating their existing circle blog regularly. 

   It is therefore directed to all Circle Secretaries and members to submit the agenda for bi-monthly and four monthly meetings without loss of time with a request to hold the meeting/s at the earliest. The issues taken up with administration and minutes of the meetings may be published on circle blog for the information to members.

Increase in Service Tax Rate from 12% to 14% with Effect from 1st June, 2015

In the Union Budget, 2015, an increase in the rate of Service Tax from 12% to 14% had been proposed from a date to be notified. The Finance Bill, 2015 has since been enacted and the Central Government has notified 1st June, 2015 as the date from which the rate of 14% would become applicable. The provisions levying Education Cess and Secondary and Higher Education Cess would also cease to have effect from same date i.e. 1st June, 2015, as the same would be subsumed in the service tax rate of 14%. Certain other changes have also been notified with effect from 1st June, 2015. However, the date of giving effect to the provisions relating to imposition of a Swachh Bharat cess on all or any taxable service will be done in due course.

Falling additional DA hike; Decreasing curiosity among employees

Along with the decreasing percentage of additional Dearness Allowance, there is also a noticeable fall in interest among employees to know more about ‘Expected DA’…!

“There was tremendous curiosity when initial reports surfaced that ‘Expected DA’ could be as high as 10% in 2013. But, now, when the expectation is fixed at around 5%, readership for the topic has decreased considerably.”

Dearness Allowance for Central Government employees, which is given once every six months, is currently expected to be not more than a very minimal 5%.

Additional Dearness Allowance from July 2015 is based on the fluctuation in price of essential commodities between the months of January and June 2015. With the CPI(IW) data available for only three months as of now, the general prediction is that if the AICPIN falls by 6 points total in three months, the additional DA could be as low as 4% from July 2015.

The chances of a 6% of additional DA increase with effect from July 2015 are very minimal.

Statistics of AICPIN of the next two months will decide if the next additional DA is going to be 5% or 6%.

Why is Dearness Allowance, which is given once every six months in order to help the salaried class manage the increasing prices of essential commodities, so important this time?

Multiplication Factor expected to play a crucial role in calculating new revised basic pay for Central Government employees in 7th Central Pay Commission.”

With 16 months having passed since constituting the 7th Central Pay Commission, speculations are running wild among Central Government employees as to the changes that await them. Multiplication factor is one of the main reasons for the intense guesswork.

A middle-aged employee of the Central Government is likely to get an increment of Rs. 500 to 600 once every six months, due to increase of additional Dearness Allowance. In the current scenario, the amount is barely enough to meet unexpected auto-rickshaw expenses for a trip or two to work. But, it is not 
the DA that the employees are eagerly waiting for.

The total percentage of Dearness Allowance plays a very important role in calculating the New Basic Pay as per the 7th Pay Commission. The revised basic pay is expected to come into effect from January 1, 2016.

Dearness Allowance, which is currently at 113%, is expected to rise by two additional installments (01.07.2015 and 01.01.2016), let’s assume that these will add up to 10%. Then the total increase could become 123% by January 1, 2016.

Multiplication Fitment Formula is going to be based on the Dearness Allowance percentage on 01.01.2016.

The 6th Pay Commission recommended that the Multiplication Factor be fixed at 1.74 in its report and also recommended that the 40% from the maximum Pay Band of pre revised scale took an average and granted it as Grade Pay.

When CG Employees Federations pointed out the flaw in the calculation of the Multiplication Factor, it was increased to 1.86 by Central Government.

If the same method is applied to calculate the Multiplication Factor now, it could be as high as 2.23. In other words, let us assume the Basic Pay, as of 01.01.2016, as 100%. If you add Basic Pay and Dearness Allowance, 100% + 123% = 223%. This number is being taken for calculations as 2.23.

If the Dearness Allowance for the two additional installments adds up to more or less than the expected 10%, it would affect the Multiplication Factor number. This is the reason giving more importance for Dearness Allowance.

Let’s understand the importance of multiplication factor in pay fixation with an example.

At the time of 6th CPC pay fixation, the last drawn basic pay under 5th CPC was multiplied by 1.86 and rounded off. The 6th CPC was also recommended that a new entity named Grade Pay was created and a sum total of this was the new Basic Pay.

For example,
Pay fixation for a basic pay of Rs.3500(S5 :3050-75-3950-80-4590)

Basic Pay x Multiplication factor(3500 x 1.86) : 6510
Corresponding Grade Pay : 1900
Basic Pay : 8410 (6510 + 1900)

5th CPC basic pay = 3500
6th CPC basic pay = 8410(Multiplication factor 1.86=6510 + Corresponding Grade Pay=1900)

Re-allotment in JTS Gr. A cadre

As we know that promotion and allotment of 39 Postal Service, Gr. B cadre to JTS Gr. A cadre on regular basis was issued by Directorate under Memo No. 4-2/2014-SPG dated 26th February 2015. 

Following officers who represented to Directorate for considering their request for re-allotment to their parent circle was considered by the Directorate and re-allotment order issued under No. 4-2/2014-SPG dated 15/5/2015. 

1. Shri Daleepsingh Rana from J&K Circle to Uttarakhand Circle. 
2. Shri D. R. Mandal from Assam Circle to Madhya Pradesh Circle. 
3. Shri N. D. Wankhede from Chhattisgarh Circle to Maharashtra Circle. 

CHQ congratulate these officers on getting them their parent circle.

CHQ News...

1. Cadre Structuring of Inspector Posts Cadre and merger of ASP cadre in to PS Gr. B cadre. 

File is cleared by administration wing and presently in financial wing of Directorate.  

2. Holding of supplementary DPC for promotion to the cadre of PS Gr. B for the vacancy year 2014-15. 

ACRs of ST candidates of North East / Tamil Nadu / Bihar / Karnataka and Rajasthan Circles are said to be not received at Directorate. CS of these circles will keep liaison with circle administration and ensure submission of requisite information and documents to Directorate without loss of time. 

3. Holding of review DPC for promotion to the cadre of PS Gr. B for the vacancy year 2014-15. 

File is under process. 

4. Holding of LDCE for the promotion to the cadre of PS Gr.B for the year 2013 and 2014.  

Examinations will not held on due date/s. Department is likely to postpone the examination date/s. 

5. Sr. Postmaster CAT case filed by Haryana & Punjab circle.  

In the final hearing held on 28/4/2015, Department i.e. respondent filed affidavit stating that IP cadre will be given 97% posts in PS Gr. B cadre + 75% posts in Sr. PM cadre. This will not disturb IP Line posts quota in Gr. B cadre as per the previous calculations. General Line will be given 3% posts in PS Gr. B examination + 25% posts in Sr. PM cadre as per seniority. Therefore, IP line share would be 75% by inter-se-seniority and 22% by LDCE for promotion to the PS Gr. B cadre. Revised Recruitment Rules of PS Gr.B cadre is still not cleared by Nodal Ministry.The copy of judgement on OA No. 1328/HR/2011 is said to be not received by applicants i.e. CS Punjab and Haryana circle. CS Punjab is in touch with this issue.
