1,84,68,000 Accounts Opened in more than 70000 Camps Under Pradhan Mantri Jan-Dhan Yojana

Banks to hold such Camps on Weekly Basis, from 8 am to 8 pm on all saturdays to Achieve the Target of Covering Unbanked Households well in Time.

Pradhan Mantri Jan-Dhan Yojna, an ambitious programme on Financial Inclusion to cover about 7.5 crore unbanked households in the country was launched here by the Prime Minister yesterday from Vigyan Bhawan. The Prime Minister has also asked that the target of opening 7.5 crore bank accounts is to be completed by 26th January, 2015.

Simultaneous launch functions were held in State Capitals and Districts through 79 Mega Camps in presence of the Union Ministers, the State Chief Ministers, MPs/MLAs and other dignitaries. In all more than 70000 camps were held all over the country and 1,84,68,000 accounts were opened.

It has been decided that henceforth, the bank will be holding such camps on weekly basis, from 8 am to 8 pm on all Saturdays so that the target of covering unbanked households is achieved well in time.

Under the scheme, a person from an unbanked household, opening an account will get a RuPay debit card with a Rs. 1 lakh accident insurance cover. An additional Rs. 30,000 life insurance cover for the accounts opened up to 26th January, 2015 was also announced by Hon’ble Prime Minister. The modalities of this additional life cover are being worked out by the Department of Financial Services.

Beneficiaries, who already have a bank account, are also eligible to take benefits of accident insurance of Rs. 1 lakh and life insurance of Rs. 30,000 under this scheme by getting a RuPay card issued from their bank branch before 26th January, 2015.

Exclusivity of Central Government Health Scheme to be phased out
Health Minister ushers in new era of transparency in departmental working.


Beginning September 1, 2014 the doors of 20 Central Government Health Scheme (CGHS) wellness centres in Delhi will be thrown open to senior citizens from among the public for free consultation.


Dr Harsh Vardhan, Union Health Minister, unveiled today a pilot project with wide ramifications for the future of public health care. There was wide criticism of the CGHS’ closed door policy towards people in need of medical help who were not family members of central government employees.


This is a pilot project for now. We will see how much demand accrues for the CGHS clinics and the ability of the clinics to handle demand from the general public before extending the service to more people in more cities,” Dr Harsh Vardhan said.


The service for senior citizens will be available on all working days between 1.30 pm and 3 pm. They will however not be given free medicines which is only for central employees.


On his first day in office, Dr Harsh Vardhan had announced that governance in all the outreach departments of the Ministry of Health would be made transparent. Within the first three months, the CGHS has completed a thorough review of its operations with the intention of identifying vulnerable spots which often offer scope for corruption.


The Minister has ordered that all information regarding medical claims that are pending for more than 30 days be put on the website, http://msotransparent.nic.in/cghsnew/index.asp. Over the years complaints had been piling up over the opaqueness of the process of reimbursing claims.


There were also complaints of CGHS doctors prescribing branded drugs beyond the approved list. Taking all factors into consideration, it has been decided that all beneficiaries and the public at large ought to know which the drugs are on the list and so they will be on view on the above-mentioned website, the Health Minister stated.


Dr Harsh Vardhan reiterated that henceforth only 1,447 generic and 622 branded medicines will be prescribed. Exceptions will be made only for patients suffering from cancer and similar diseases.


Additionally, it has been decided that CGHS beneficiaries will be provided with medicines for a maximum of one month. In case they are going abroad for extended periods, the medicines will be given for three months, he informed.


The CGHS doctors will be forbidden to prescribe investigations or implants that are not listed. A technical committee has been constituted to update the list of medicines, investigations, procedures, implants and other procedures of treatment.


Dr Harsh Vardhan said he is considering broad reforms in all wings of the ministry. “I encourage people, especially the media, to probe our affairs so that over time the employees realize the futility of trying to be corrupt. In addition, I will use information technology to prevent corruption at source.”

Soon, attendance of govt staff to be tracked online through attendance.gov.in

In what could be a revolutionary step towards monitoring and tracking the work of government officials, the NDA government has launched an “attendance website” to serve as a centralised database for all central government employees.

Though the website, attendance.gov.in, is still in the process of being developed, officials said it is expected to be modelled on the lines of similar websites of the Jharkhand government and the Department of Electronics and Information Technology.

To illustrate, the home page of the Jharkhand government’s attendance website gives the total number of employees present on the given day, along with graphical representations of “real-time attendance” and statistics on the percentage of people logging into office during different time slots, giving an idea of how many officials come to office during the designated timings. Further, a search for any registered employee yields complete details, along with the employee’s attendance/leave status.

Officials said the Centre’s website is likely to emulate most of these features and is expected to be as open to the public. “This level of open tracking takes transparency to another level, a key focus of this government,” said an official.

The Narendra Modi government had recently directed all central government offices to introduce Aadhaar-based biometric attendance systems. Officials said this website is the next step in that direction. The attendance record entered on the biometric devices in government offices will feed the data to this website, which will act as a centralised management information system (MIS) for attendance.

The database for all central government staff will be maintained centrally with a unique six digit ID provided for each employee, based on either the last six or first six digits of the Aadhaar number. Currently, the website has over 16,000 registered users, spread across 113 organisations. The maximum number of officials registered currently are from the Planning Commission. There are no active users or active devices yet.

For an organisation/ department to be registered, the nodal officers of that department will have to login to the website and create a master list of locations of their offices, designation of their offices and divisions/ units/ groups within their organisation. Following this, each employee can start registering online by submitting the relevant details along with Aadhaar numbers.

IP/ASP Association would like to draw your kind attention to its letters of even number dated 15/7/2013, 19/11/2013, 6/1/2014, 17/4/2014, 16/5/2014 and 21/6/2014 regarding finalization of Recruitment Rules of PS Gr. B cadre and reduction the share of General Line officials from 6% to 3% in LDCE for the promotion to the cadre of PS Gr. B. But till date nothing is heard from Directorate.

Recently Directorate has finalized & circulated revised Recruitment Rules of HSG-I in Post Offices and RMS offices under Memo No. 4-26/2009-SPB-Ii dated 27th August 2014. But inspite of repeated request letters and detailed proposal under letter dated 4/7/2011 from this Association, no steps have been taken by Directorate to finalize RRs of PS Gr.B cadre. Actually, as per the clause 3.1.5 of DoPT OM No. AB-14017/48/2010-Estt (RR) dated 31st December 2010 “The Recruitment Rules should be reviewed once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”. Due to non-settlement of this issue, Department has not conducted the LDCE for the promotion to the cadre of PS Gr. B for the year 2013 and as well for the year 2014. Sr. Postmaster’s Examination also not held from 2010 onwards.

It is therefore requested to direct SPG Division to finalize RRs of PS Gr. B cadre at the earliest.

        In this context, I would like to point out that Directorate vide letter No. 905/SR/12 dated 13/09/2012 informed to this Association that the matter was already taken up with Director (Estt.) for appropriate action. But till date neither revised recruitment rules have been framed by the Department nor examination for filling up vacant posts of Assistant Managers in MMS has announced.

It is further bring to your kind notice that there are 41 sanctioned posts of Assistant Manager MMS in the country and out of these, 50% posts are said to be vacant and due to non-framing of recruitment rules, department has not conducted the examination for the vacant posts of Assistant Managers since last several years.  Besides this, 3 posts of Sr. Managers and 5 posts of Managers are also vacant in MMS since years together. Secondly, Assistant Manager MMS is circle cadre and not a single circle has issued seniority list (gradation list) of this cadre since more than decade.

        An early action in the above said issues are requested.

DOP delivered stamp blow up to Master Blaster and Bharat Ratna Sachin Tendulkar

During Sachin Tendulkar's farewell series against the West Indies in November 2013, the Mumbai Cricket Association paid numerous tributes to the master blaster, one of which was to issue a commemorative postage stamp in legend's honour. On first day of Test match a commemorative postage stamp on 'Sachin Tendulkar 200th Test Match' was released on 14th November 2013 by the then MoC.

Cadre Restructuring Committee submitted report on cadre restructure of Gr. C in DOP

Association's impact : Directorate ordered Circles to consider transfer cases of all surplus qualified IPs.

CHQ is frequently receiving calls from surplus qualified Inspector Posts regarding their transfer under Rule 38 to their parent circle. All are aware that CHQ has pursued this issue vigorously with Directorate from time to time and also succeeded in many cases. The list of surplus qualified IPs who are seeking inter-circle transfer under Rule 38 to their parent circle provided by CHQ under letter No. GS/AIAIASP/Rule-38/TFR-IP/2014 dated 24/3/2014 was approved by Directorate vide memo No. 141-121/2014-SPB-II dated 21st July 2014 with direction to Chhattisgarh / Gujarat / Himachal Pradesh / Jharkhand / Madhya Pradesh / Maharashtra / North East / Odisha / Rajasthan / Uttar Pradesh/ Uttarakhand and West Bengal circles to consider the inter-circle transfer cases of surplus qualified IPs to their parent circle and adjust them against the promotee quota vacancies for the current year.

EPFO retains interest rate at 8.75% for current fiscal


NEW DELHI: Retirement fund body EPFO's trustees on Tuesday decided to retain interest payment on provident fund deposits for 2014-15 at 8.75 per cent. 

"It has been decided to pay 8.75 per cent interest in the current fiscal," Central Provident Fund Commissioner (CPFC) K K Jalan told PTI after the meeting of the Central Board of Trustees (CBT), the apex decision making body of the Employees' Provident Fund Organization (EPFO). 

The EPFO has about 5 crore subscribers and the decision will have a bearing on their retirement fund. 

The decision to retain the interest rate on the provident fund deposits at last year's level was taken despite some protest by the trade union members of the CBT, sources said. 

The final notification for payment of the interest rate for the current fiscal will be issued by the finance ministry later.

The EPFO had provided 8.75 per cent rate of interest on PF deposits for 2013-14, which was higher than 8.5 per cent paid for the previous fiscal.

Air India offers tickets for Rs 100

NEW DELHI: Air India will sell tickets for Rs 100 (taxes extra) for five days from Wednesday — which it will celebrate as Air India Day to commemorate the merger of erstwhile Indian Airlines and Air India on this day in 2007.

"On this occasion Air India is launching the Air India Offer for its travellers. Under the scheme tickets will be offered for Rs 100/- apart from all applicable taxes. The sale of these tickets will be made only through the Air India website for five days from August 27 to 31 2014 for travel between August 27 and September 30, 2014, only," an AI statement said.

This is the first time that the airline will be celebrating the Air India Day. A function will be held to celebrate the day and also to award the meritorious employees of Air India.

As per the request of Sri Manjunatha Hubballi Circle Secretary Karnataka Circle, CHQ has permitted the Officer Bearers of All India Association of Inspectors and Assistant Superintendents Posts Karnataka Branch to meet with Joint Secretary and other members of 7CPC during the camp at Kumara Park, Bangalore and explain the cadre grievances of our cadre and also discuss the issues mentioned in our Memorandum. 

Accordingly, Sri Tarkesh ASP o/o CPMG Bangalore, Sri Hariram IP o/o CPMG, Bangalore, Sri Ramesh ASP o/o South Karnataka Region,  Sri P Chidanand ASP o/o Bellary Division, Sri H B Hasabi ASP o/o SPOs, Bagalkot Division met with Shri Jayanth Sinha Joint Secretary and other members of 7CPC on 25/8/2014 and explained about cadre grievances listed in the Memorandum in detailed. Joint Secretary and other members listen the grievances our cadre in a very positive manner & assured to consider the genuine problems of the cadre favorably. The copy of Memorandum also handed over to Joint Secretary.

India Post to connect its offices through CBS and also plans to roll out 3000 ATMs

MUMBAI: Preparing itself to start commercial banking operations, India post announced the launch of over 1000 ATMs in the near feature. It will also enable core banking solution CBS at its 25000 offices over the next year.

Speaking at a financial inclusion conclave a senior official of India post elaborated on the technology initiatives in reaching the post off account holders. "We have invested around Rs 5000 crore in technology since 2012. Already 676 postal offices are connected through CBS. By March 2016, 25000 offices will be on CBS," said Kalpana Tewari, Member (Planning and Technology), Department of Post.

"We plan to roll out 3000 ATM by FY18, of which 1000 will be in the near future," she said. The department is already running a pilot in Chennai and Delhi. Once it gets stream lined and RBI allows interoperability even other bank account holders willl be able to transact through the ATMs. India Post is already on the RBI's electronics funds transfer platform.

India Post's banking technology system is being built by Infosys, while TCS is setting up the CBS platform. If the postal system in the country is on CBS, it means that a post office savings or deposit account holder will be able to operate his account from any post office in any geographic location in India, the same way one can operate a commercial bank account these days.

India Post already has a tripartite arrangement with the Andhra Pradesh government to disburse MNERGA payments online through the postal network in the states. It is also working on similar such initiatives with other states.

India Post has already indicated its intention to apply for a Payments Bank licence under the RBI's proposed differentiated licences scheme though it did not get any favourable response from the banking regulator in its initial attempt at getting a commercial banking licence. "We are awaiting to see how the final guidelines fit in the benefit of the organisation," Tewari said.

        IP/ASP Association would like to invite your kind attention to this Association’s letter of even number dated 22/6/2013 followed by reminders dated 13/9/2013 and 11/11/2013, 1/2/2014, 25/4/2014 and 23/6/2014 whereby it was brought to the notice that, Directorate vide memo No 32016/12/2011-VP dated 04.07.2011 on the basis of notification issued by DOP&T has revised honorarium rates for Inquiry Officers/ Presenting Officers engaged for conducting departmental enquiries which was further revised on 8.1.2013. Under the existing structure, minimum Rs 5000/- and Maximum 10000/- are required to be sanctioned as honorarium if the enquiry is completed within stipulated time frame. But no such revision whatsoever has been made for IO/PO for conducting GDS inquiries, perhaps this was not part of DOP&T memo as no such cadre exists in any other department except DOP.

        It is further bring to your kind notice that the minimum rate of honorarium have already been revised for departmental inquiries and the FR 46 B also stood amended (vide MOF, DOE I.CU.O.No.4.2/5/2008-IC dated 29.01.2009). The issue in question was discussed at length with the then Secretary (Posts) and OSD to Secretary (Posts) in the informal meeting held on 23/9/2013. During the course of dialogue, both the officers apprehending the position, assured that Department will re-look into the matter and shall accordingly convey the approval, but till date nothing is heard from Directorate despite issue of above captioned reminders.

        It is therefore requested to pass an order to resolve this long pending issue at the earliest.

We would like to invite your kind attention to this Association’s letter of even number dated 30/4/2014 followed by reminder dated 19/5/2014 whereby it was brought to the notice that, cadre restructuring of Group ‘C’ cadre was finalised by Department on 28th April 2014 under the Chairmanship of Shri V. P. Singh, DDG (P). Everybody knows that second cadre review case of Inspector Posts and ASPs is pending since long in the files of Directorate.

We would like to further bring to your kind notice that the recommendation of second cadre review committee that gave its report in the year 1990 has not been executed by the Directorate till date and due to this, the stagnation is being faced in the cadre of IPs/ASPs and long span of service running up to 24 to 25 years which IP/ASP has to put in, before getting promotion to PS Gr. B cadre. During the course of informal meetings with officers of Directorate it was assured that this will be looked into at the time of cadre restructuring of Inspector Posts cadre, but unfortunately as on date neither the representatives of this cadre are called for discussion of cadre restructuring nor the proposal submitted by this Association for merger of ASP cadre into PS Gr. B cadre is materialised. This issue is dealt in Directorate file No. 25-35/2011-PE-I.

        It is therefore once again requested your kind honour to kindly call immediate meetings with the members of this Association for the discussion of cadre restructuring of Inspector Posts cadre and finalisation thereof as has been done for other cadres.

An early order in the matter is requested with a line in reply.

No Credit/Debit Card or Netbanking facility, still online rail ticket booking may be possible

Looking to tap into the large mass of passengers that do not have  access to internet banking or debit cards, a pilot project for cash on delivery of train tickets will start next month from Delhi. Within six months, the service will be extended to over 150 cities.
Indian Railway Catering and Tourism Corporation has tied up with a private player for ‘e-dakiya’ cash on delivery services on a separate portal, bookmytrain.com.


The domain name is registered with Anduril Technologies, which will manage the project, according to IRCTC executives.
The service will cost more as the private player will charge Rs 60 for delivery of a ticket in an air-conditioned compartment and Rs 40 for a ticket in ones without air-conditioning.
These charges are over and above the IRCTC’s service fee, bank charges and other taxes.
Tatkal tickets can be bought and no preference will be given in the booking process to the private player.
This company will act as a travel agent without blocking availability of tickets for passengers buying e-tickets.
At a time when e-commerce players are plagued by high product returns ordered through cash on delivery, IRCTC says it is guarded against this risk.
The private partner will pay IRCTC upfront for all booked tickets. The risk related to collecting cash and delivery lies with the private player,” said an IRCTC executive.
IRCTC books more than half of all reserved train tickets.
In 2013, about 140.6 million e-tickets were booked on the IRCTC portal.
“The idea is to reach consumers who do not have debit cards or who are not comfortable sharing bank details online.
“This project can take a lot of load off booking counters as more people will booking online,” said an official from the information technology department of the railways.
IRCTC earlier provided an  i-ticket service where tickets were delivered to passengers who paid for them online.
But soon after e-ticketing took off.
The i-ticket service was taken off the new IRCTC portal because very few people used the service, said IRCTC executives.
A new e-ticketing system developed by the Centre of Railway Information Systems was launched by IRCTC recently with a capacity to book 7,200 tickets per minute.
