As communicated vide Secretary (Postal Services Board) D.O. No.87-04/2014-Coordn/O&M dated 29th September, 2014 all the Officers and Staff will come to office by 9.30 AM on 2nd October, 2014 and take pledge at 9.45 AM. The employees are also to voluntarily carry out cleanliness of their office premises from inside and outside.

No Holiday on October 2 for Central Government Employees This Time
Cabinet Secretary Ajith Seth has asked the Central Government employees to come to office on October 2, which happens to be the birth anniversary of Mahatma Gandhi, and a national holiday, and tidy up the office premises. A circular to this effect will be sent to all the Central Government offices soon.
As part of the Prime Minister Narendra Modi’s ‘Swachh Bharat’ (Clean India) mission, all Central Government employees have been asked to report on duty on October 2, and take a pledge of cleanliness. The circular has already been sent to the secretaries of various departments.
Cabinet Secretary Ajith Seth explained, “During his Independence Day speech on August 15, Prime Minister Narendra Modi announced the ‘Swachh Bharat’ mission. He is all set to begin the campaign on October 2.
As part of the campaign, all Central Government employees are to attend the office on October 2 to take the pledge of cleanliness. Prior to the campaign, all concerned Central Government officials have been intimated to clean up the office premises.
Seth has said that all the Central Government departments will have to participate without fail in the ‘Swachh Bharat’ mission.

DPC for promotion to PS Gr. B cadre for the vacancy year 2014-15
DPC for promotion to the cadre of PS Gr. B for the vacancy year
2014-15 is already over due and CHQ is vigorously
pursuing it with Directorate. It is learnt that the list of officers in
the zone of consideration is likely to be released by Directorate in this
week. Therefore CHQ has decided to keep the information of vacancies in PS Gr. B cadre
as on 1/12/2014 handy to confirm the same with the vacancies likely to be declared by
Directorate.
Therefore, it is requested to all Circle Secretaries and CHQ
Office Bearers to intimate the vacancy position of their circle in PS Gr. B
cadre as on 1/12/2014 to GS and if it is readily not available with them, then the same
may please be obtained through RTI. This is very important to get maximum officers to covered in DPC.

would like to invite your kind attention to this Association’s letter of even
number dated 18/3/2014 and 25/4/2014 whereby it was requested to constitute a
committee at Directorate level to carry out vigilance enquiry on the points raised
by the deceased officer in her representation dated 19/1/2014 to elicit the
truth in the death case of loyal, trustworty and hard worker officer. But till date
Directorate has neither carried out vigilance enquiry nor communicated the
progress of the case to this association. It is hearsay that
Directorate has simply called for report from Rajasthan Circle, which will not fetch
the clear picture of the case.
Therefore again and again it was requested
your honour to look into the matter personally and cause to complete the vigilance
enquiry immediately in the matter on top priority basis, otherwise officials involved in
this case will devastate the genuine records etc.
An
early action and line in reply is requested.

Expected DA from January 2015 – The Next Episode Begins…!
The Centre has announced a hike of 7% Dearness Allowance and Dearness Relief for Central Government employees and Pensioners, with effect from July 2014 on 4th of this month. Soon, Finance Ministry will issue appropriate orders for payment of Dearness allowance to all. As and when orders are published by the Ministry of Finance, we will be posted in our website immediately.
According to the fluctuation of price index past six months from Jan to Jun 2014, the additional Dearness allowance has been arrived as 7% only. It seems there are a few employees who are unhappy with the single-digit number because until then they have been getting double-digit DA hikes.
The disappointment also reflects the high expectations that people have from the Modi government. Our readers have been raising a number of questions in this regard. While the previous Manmohan Singh government had twice given them DA hike of 10%, why has Modi government given them only 7% increase?
First of all, the ruling party at the Centre has no direct impact on the DA calculations. DA is calculated on the basis of AICPIN points, which are based on price rise.
The current system of DA calculations, which is being done as per the recommendations of the 6th Pay Commission, will come to an end after two more instalments (Jan 2015 and July 2015). Recommendations of the 7th Pay Commission are expected to come into effect from Jan 2016 onwards.
Now, the next episode begins…’Expected DA from January 2015′
It is highly unlikely that there will be a two-digit DA hike in the next two instalments (January 2015 and July 2015). Kindly keep in mind the fact that despite a 6 point increase of the AICPIN from 246 to 252 for the month of July 2014, there was hardly an impact. Even if it increases by 3 points over the next five months, the DA would increase to 9% only. It is impossible for AICPIN to constantly increase in future.
We believe that, under current circumstances, the next installment of additional Dearness allowance from Jan 2015 hike would only be about 6% or 7%.

IP/ASP Association would like to bring to your kind notice that CPMG Rajasthan Circle has not considered the request of Circle Treasurer for transfer at Circle Headquarter under immunity service. Therefore this Association is distressed over the spree of vindictive and doctorial actions of Circle against the IP/ASP cadre that too keeping the Directorate orders at stake.
Madam, as you may be aware that certain trade union privilege and facilities are provided to the office bearers of the association in the relevant constitution of the concerned union/ association. Provision of concession of immunity for transfer is one of them. Furthermore, CCS (RSA) Rules 1993 are promulgated by the Government in order to regulate the associations, while on the contrary, attempts are themselves made by the Administration to defeat the object of Service Association. Service Association has been formed primarily with the object of promoting the common service interest of its members. Except this forum, there had been no avenue for the employees to hear their grievances and seek redressal.

sorrow, the members of this Association are constrained to convey our
resentment towards step motherly attitude of Rajasthan Circle administration in
not providing immunity for transfer to the office bearer. It is a fact that Circle
Association’s body was constituted on 24/8/2013 and Circle Treasurer Shri Gauri
Shankar presently working as ASP (HQ) Tonk Division has applied for transfer
under immunity service vide his
application dated 31/1/2014 but now Circle Administration vide letter No.
Staff/9-4/Ch.IX dated 15/9/2014 informed to this Association that “as regards
immunity of transfer of above named official, Circle Secretary, Asstt. Circle
Secretary and Asstt. Treasurer of Rajasthan Circle IP/ASP Association are
already working at Jaipur (HQ), as such work of circle treasurer can easily
bear Asstt. Treasurer. Moreover, the body was constituted on 24/8/2013 has
already elapse a period of one year to offer posting at headquarter”. This is
definitely a de-motivating factor which will affect the morale of the cadre.
This Association strongly protests this kind of attitude of the Circle
administration. Our Circle Treasurer has already applied for transfer within
the time limit, but issue was intentionally found delayed by Circle
Administration.
It is therefore urged
upon to cause necessary instructions to CPMG Rajasthan Circle to treat members
of IP/ASP Association at par with other trade unions and provide special
privilege to our members as given in the constitution and consider the request
of Circle Treasurer for transfer at circle headquarter under immunity service
immediately.
