Modi govt. may implement performance-based incentives for govt employees
New Delhi: Following its mantra of maximum governance and minimum government, Prime Minister Narendra Modimay implement performance-based incentives schemes for central government employees.
The Department of Personnel and Training (DoPT) is slated to give a detailed presentation on Performance-Related Incentive Scheme (PRIS), which was recommended by Sixth Pay Commission and accepted by the UPA government, to the prime minister soon, officials said. PRIS could not be implemented by the UPA government which had given its “in-principle” approval.
DoPT is likely to outline the salient features of the scheme aimed at improving governance in its presentation to Modi. “The detailed guidelines will be put in place after prime minister gives his go-ahead to it,” a senior DoPT official said.
As per the draft guidelines framed during UPA’s tenure, performance-related incentive will bepayable taking into account the performance of the organisation and employees during the period under consideration. There are about 50 lakh central government employees.
“PRIS may prove to be a big game changer for improving governance and delivering maximum output. The prime minister may incorporate some new features,” the official said.

GS/AIAIASP/Merger ASP/2013 dated 20.11.2013 and 21.04.2014 on the subject
mentioned above.
2. In this regard, this is to inform that
the proposal submitted by your Association has been examined in detail with the
following observations:
(i)
It
was intimated in the proposal that there is a matching saving for the proposal
as there would be an additional expenditure of Rs. 66,86,100/- per annum against
the saving of Rs. 69,25,100/- per annum. This means a net saving of Rs. 2,39,700/-
per annum. However, while this may be true in the long run, at present there
would be no matching saving, as pay will have to be protected for the 679 ASPs
till they get promoted to PS Gr. B Grade, while additional expenditure of Rs.
66,86,100/- would start immediately Savings will start accruing only after the
679 ASPs working on the ASP posts downgraded to IPs get promoted to PS Gr. B Grade
which will take a very long time. Thus, it is not correct to say that the case
has matching savings.
(ii)
The
proposed down gradation of 679 ASPs (Sub Division) to IP (Sub Division) would
create technical problems as ASPs cannot be posted on IPs Posts. Otherwise,
they would have to be reverted which is not permissible. The proposal, thus,
would only be beneficial for the senior 1311 ASPs and at the same time
detrimental to the remaining 679 ASPs who may suffer reversion. Further, on
upgradation of the ASPs Posts to PS Gr. B there would be two or more Gr. B
officers in Gr. B Divisions. Then, there would be a problem / issue of
reporting and also that who amongst them would head the Division. This would ultimately create complicated
situation and may not, thus, be administratively viable.
(Note
:- the number of ASP Sub Divisions has been ascertained from the Circles and
the matching savings have been re-calculated on the basis of information
received from the Circles)

Therefore, it is requested to
furnish your comments / clarifications on the above mentioned observations for
further examination of the proposal at the earliest.

Unions and Associations are seriously involved in filling up the questonnaires prepared and send by 7CPC
The sheer pace of the 7th CPC has impressed the central Government employees so much that their expectations have started to grow.
It has come to our knowledge that a number of unions and associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC. It is also well known that on behalf of the National Council JCM Staff Side, the questionnaire had already been filled with the approval of all members and has been sent. There is no uniform pay scale or promotion hierarchy for the Central Government employees. The departments functioning under each Ministry are evaluated separately. Promotions and pay scales are decided based on the post/category of the employees in each of those departments. Based on these segregations, the employee unions/associations of each department are preparing their Memorandums containing their demands and issues.
Various unions and associations of each of these departments are currently preparing their own memorandums to send to the 7th CPC. These memorandums also contain their long-standing demands and expectations.
It can be inferred that these memorandums, prepared by various associations of employees starting with Group ‘C’, right up to the Gazetted Officers Association, reflect their thoughts and demands.
Pensioners Associations are also participating in this in large numbers. It shows the fact that they believe that their requirements will be fulfilled by this Pay Commission.
The 7th Pay Commission is offering this rare opportunitythat was not given in the previous Pay Commissions. Each issue has a number of different perspectives. This could lead to a consensus-based decision that appeases all. It is a healthy trend to watch so many people vying with each other to present their opinions and suggestions.
There is special curiosity and eagerness to read the Memorandums of some of the important Central Government and railway employee federations.

The applicants have stated in their OA that when a Gr. B officer completes four years of regular service in the GP of Rs. 4800/- is eligible to get GP of Rs.5400/-. While so, the applicants are holding Gr. B gazette post (Offg. PS Gr. B and ASP cadre) and completed 4 years of regular service in the GP of Rs. 4800/- and they are now eligible for financial upgradation in the GP of Rs. 5400/-.
While making the enquiry of this case at Directorate for non filling reply to OA, it is learnt that the matter have already been referred to MOF on 7/5/2014 and their say is awaited.

President administers oath of office to Chief Information Commissioner
New Delhi: Former Intelligence Bureau chief Shri Rajiv Mathur was sworn-in today as the new Chief Information Commissioner, Rashtrapati Bhavan said. The oath was administered to Shri Rajiv Mathur by Hon'ble President of India Shri Pranab Mukherjee. Shri Rajiv Mathur, a 1972 batch Indian Police Service officer of Uttar Pradesh cadre, served in the Intelligence Bureau for nearly three decades, including 15 years in Washington. He took over the reins of the agency in January 2009, and retired on Dec 31, 2010. He is a recipient of the Indian Police Medal for Meritorious Service and the President's Police Medal for Distinguished Service.

In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary. The Commission is headquartered in Delhi and has been given 18 months from date of its constitution to make its recommendations. To this end the Commission will set up its team of Officers, Advisers, Institutional Consultants and Experts and call for required information and documents from Ministries and Departments of Government of India and various Service associations.

Brazil issues stamps to honour Indian Cinema
Brazil has paid tribute to the Indian film industry on its centenary by releasing two postage stamps designed by an Indian graphic designer at a commemorative festival held in Brazil.
The $2 billion (Rs.120 billion) Indian cinema completed 100 years in 2013.
Made by Kochi-based graphic designer Satya Raj, the stamps were jointly released by Indian Ambassador Ashok Tomar and curators and directors of the festival - Anand Jyothi and Carina Bini Palackapilly - when the festival officially opened in the capital city of Brasilia early this month, said a statement.
Cultural director of the Brazilian Postal Service Romulo Salvino, and cultural secretary Sueli Navaho and Brazilian and Indian officials attended the ceremony.
Jyothi said the first ever edition of the festival marking 100 years of Indian cinema to be held in South America will later move to important Brazilian cities such as Rio De Janeiro, Reife (northern Brazil) and Porte Alegre (southern Brazil) after the World Cup - June 12-July 13.
The festival, with focus on parallel art movies, is organised by Tantri Arte, a production house run by film curator couple Jyothi, a Malayali and his Brazilian wife Carina Bini, in collaboration with Brazilian cultural ministry.
The couple has been working as a cultural link between Brazil and India for over 15 years, and the film festival was one of their major initiatives that received recognition of both the governments.
Jyothi said the films were being well received by the Brazilian cinema connoisseurs and critics with Adoor Gopalakrishnan's award-winning "Katha Purushan" winning special accolades.
The couple organised the Indian film festivals in five Brazilian cities during 2011 and 2012. For their 2012 efforts, which saw the screening of 35 Indian films during a month, they won official recognition as the Best Foreign Film Festival.
The fest was curated to bring together top contemporary Indian cinema in different languages made by such maestros as Adoor, Girish Kasravalli, Shyam Benegal, and Anand Gandhi among others, Jyothi said.

This Association would like
to bring to your kind notice that cadre restructuring of Group ‘C’ cadre
has been finalised by Department on 28th April 2014 under the
chairmanship of Shri V. P. Singh, DDG (P). As you know that second cadre review case of
Inspectors and ASPs is pending since long in the files of Directorate. The recommendation of second cadre review committee that
gave its report in the year 1990 has not been executed till now. Today DOP is the only
organization where career progression Scheme for Inspector Posts stand
relegated to back seat.
IP/ASP Association many-a-times brought
to the notice of the Department about the stagnation being faced in the cadre
of IPs/ASPs and the long span of service running up to 24 to 25 years which
IP/ASP have to put in, before getting promotion to PS Gr. B cadre. However, it
was assured by the officers that this will be looked into at the time of cadre
restructuring of Inspector Posts cadre.

your kind honour to kindly call immediate meetings (before your retirement) with
the members of this Association for the discussion of cadre restructuring of

President Pranab Mukherjee dissolves 15th Lok Sabha with immediate effect
NEW DELHI: President Pranab Mukherjee today dissolved the 15th Lok Sabha with immediate effect, completing a formality before the constitution of the new House.
"The President accepted the advice of the Cabinet and today signed the Order dissolving the 15th Lok Sabha in exercise of the powers conferred upon him by sub-clause (b) of Clause (2) Article 85 of the Constitution," Rashtrapati Bhavan Press Secretary Venu Rajamony said.
The outgoing Union Cabinet, in its last meeting yesterday under Prime Minister Manmohan Singh, had advised the President to dissolve the 15th Lok Sabha with immediate effect.
After this, parliamentary affairs minister Kamal Nath had called upon the President and handed over a decision of Cabinet with the recommendation.
The BJP secured majority on its own in the elections for the 16th Lok Sabha by winning 282 seats where as Congress could bag only 44.
The Election Commission will now be submitting the list of newly elected members of the 16th Lok Sabha to the President.
The list containing the names of all 543 members of parliament will be handed over to the President by a three-member EC team headed by chief election commissioner V S Sampath.

This Association indeed to
bring to your kind notice that, PS Gr. B Recruitment Rules are not revised
since years together and as per the clause 3.1.5 of Department of Personnel and
Training OM No. AB-14017/48/2010-Estt (RR) dated 31st December 2010
“The Recruitment Rules should be reviewed once in 5 years with a view to
effecting such changes as are necessary to bring them in conformity with the
changed position, including additions to or reduction in the strength of the
lower and higher level posts”. This Association has already submitted the
detailed proposal under letter dated 4/7/2011 (copy enclosed) regarding
distribution of quota for PS Gr. B Examination and Sr. Postmaster Examination.
It is further bring to your
kind notice that despite issue of reminders under letter of even number dated
15/7/2013, 19/11/2013, 6/1/2014 and 17/4/2014
the issue of finalization of Recruitment Rules of PS Gr. B cadre as per
the suggestions given by this Association and reduction of the share of General
Line Officials from 6% to 3% in the LDCE for the promotion to PS Gr. B cadre
have not been resolved even after lapse of considerable period. Due to these
reasons, Department has not conducted the LDCE for the promotion to the cadre
of PS Gr. B for the year 2013 and also Sr. Postmaster’s Examination from 2010
onwards.
It is therefore urged to
kindly finalize the RRs of PS Gr. B cadre and reduce the share of General Line
officials in LDCE for the promotion to the cadre of PS Gr. B at the earliest and
also communicate the vacancy position well in advance to DE Division to hold
the examination separately for the year 2013 and 2014.
