Government Decides to Keep in Abeyance the Decision to Change the Procedure for Pan Allotment Till Further Order
The Central Board of Direct Taxes (CBDT) has decided to keep in abeyance the decision to change the procedure for PAN allotment till further orders. Accordingly, the operation of Circular No. 11 dated 16.01.2014 issued to PAN service providers has been directed to be put on hold till further orders. In the meantime, the old procedure of PAN application and allotment shall continue.

The International Year of Crystallography (IYCr2014) is an event promoted in the year 2014 by the United Nations to celebrate the centenary of the discovery of X-ray crystallography and to emphasis the global importance of crystallography in human life. UNESCO and the International Union of Crystallography (IUCr) are responsible for this event. The opening ceremony of the International Year of Crystallography was held in Paris on 20 and 21 January 2014. Many activities will follow to celebrate the International Year of Crystallography all over the world.
IYCr2014 aims to increase public awareness of the importance of crystallography, which is the branch of science that studies the formation and structure of crystals. The Year of Crystallography promotes widespread access of information about crystallography and activities involving this science. Crystallography has become the core of structural science. Its uses include: Showing the structure of DNA, Helping people understand and fabricate computer memories, Disclosing how proteins are created in cells, Assisting in the design of powerful new materials and drugs.
India Post issued a commemorative stamp to mark 'International Year of Crystallography 2014' on 30th January 2014. Stamp release function was held at SSCU Auditorium, IISc, Bangalore at 4.00 pm. The stamp was released by Chief Postmaster General of Karnataka Postal Circle Shri M. S. Ramanujan. A mini exhibition on Crystallography by Dr. RG Sangoram and Shri M. R. Prabakar was also organised at the venue.
Govt hikes subsidised LPG cylinder quota to 12 per year
New Delhi, Jan 30 (PTI) Bowing to party pressure, the government today raised the quota of subsidised LPG to 12 cylinders per household in a year from nine at present and also put on hold paying users the subsidy into bank accounts using Aadhaar platform.
Announcing the decision taken by the Cabinet Committee on Political Affairs, Oil Minister M Veerappa Moily said raising the LPG quota will cost Rs 5,000 crore in additional subsidy annually.

Sr. Postmaster CAT Case under OA. No. 1328/HP/2011 filed by the All India Association of Inspectors and Assistant Superintendents Posts Haryana and Punjab Circle Branch jointly came up for hearing on 27.01.2014 before Hon'ble CAT Bench Chandigarh. On a pleading raised by Ld Counsel on behalf of Association that unless and untill Recruitment Rules of PS Group ''B'' 1987 are amended, Sr. Postmaster Recruitment Rules - 2010 cannot be made applicable. Hon'ble Bench directed to submit progress made in revision of PS Group B cadre Recruitment Rules by the Department on the next date of hearing 18.02.2014.

Jurisdiction of Postal Dispensaries located at Guntur, Rajamundry, Net lore,
Vijaywada, Vishakhapatnam, Dibrugarh, Silchar, Chhapra, Darbhanga, Gaya,
Muzaffarpur, Raipur, Vadodara, Ambala, Dhanbad, Behrampur, Cuttack, Amritsar,
Jalandhar, Ajmer, jodhpur, kota, Tirchirappalli, Tirunelveli, Agra, Aligarh,
Bareilly, Gorakhpur, Moradabad, Saharanpur, Varanasi, Jalpaigiri and Siliguri
with regard to FMA for pensioners.
In
pursuance to that Deptt. of Post order No.2-2/2012-Medical dated 16.8.2013, I
am directed to convey the instructions with regard to P&T dispensaries
located at above mentioned places and FMA to pensioners are as below:-
1. The reduction in jurisdiction of the above mentioned postal dispensaries for the purpose of Fixed Medical Allowance to pensioners from 8 km. to 2.5 km at par with the Railways.
2. These order shall supercede all earlier orders on the subject and shall come into force w.e.f 01.09.2013.
3. All pensioners residing beyond 2.5 km. radius of the above cited dispensaries and desirous of availing Fixed Medical Allowance shall give an undertaking to this effect and surrender their Postal Dispensary cards to the Incharge of their respective dispensaries, who shall endorse the same on the said undertaking for submission to the Pension Paying Authority.
4. The Pension Paying Authority shall make necessary entries on the PPO of the Pensioner concerned and disburse FMA along with the pension as per prevailing rates (at present it is Rs.300/- per month).

India Post to install 3000 ATMs,1.35 lakh mirco-ATMs by Sept 15
Even as its application to start a commercial bank is pending, India Post has drawn a massive plan to install as many as 3,000 ATMs and 1.35 lakh micro-ATMs at the ubiquitous post offices across the country for savings account holders by September 2015, a top official has said.
"We will be starting with three ATMs to be installed in New Delhi, Chennai and Bangalore on February 5 and then ramp it up gradually," postal department secretary Padmini Gopinath told a select group of reporters here over the weekend.
She said 1,000 ATMs with the India Post branding will be put in within the first year, which will be ramped up massively to 3,000 in the next 18 months.
To start with, the ATMs can be used only by 26 crore savings account-holders who save with the postal department, but Gopinath exuded confidence that within six months of the launch, they will get the interoperability permission from the Reserve Bank.
Postal savings are worth around Rs 6.05 trillion, which is half the savings in the largest lender SBI and more than double that of the largest private sector lender ICICI Bank.
Through interoperability, India Post will join the National Financial Switch, which will benefit India Post account holders to transact at the banks' ATMs and vice versa, she added.
India Post has been working with software major Infosys on this project, she added.
The micro ATMs will be handheld devices to be operated at the post office level while the ATM will be similar to the one operated by any commercial bank, she added.
The postal department, which has 1.55 lakh post offices over 90% of which are in villages, offers the savings account to people across the country and pays an interest of 4% per annum for such deposits. The account offers cheque facility at present.
It can be noted that the Department of Posts is fighting a very contentious battle to convert itself into a full fledged bank, asserting that its reach can help achieve the goal of financial inclusion.
However, the finance ministry has expressed some reservations about the idea, while Telecom Minister Kapil Sibal has exuded confidence of winning over his Cabinet colleagues to get the go ahead for the 'Postal Bank'.

Rs 500 notes can be freely swapped at banks, says RBI
KOLKATA: As the gullible common man went on speculating frantically on what to do with banknotes printed before 2005, Reserve Bank of India on Friday tried to calm the nerves by saying that public may initiate the process of exchanging
notes at bank branches at their convenience.
RBI said its move to withdraw currency notes printed before 2005 is to check counterfeit notes and these notes will continue to be legal tender even after the July deadline.It said that after July 1, 2014, public can exchange any number of these old series notes from the bank branches where they have their accounts. Non-customers of a bank will have to furnish proof of identity and residence to the bank branch in which they want to exchange more than 10 pieces of Rs 500 and Rs 1,000 notes.

RBI has issued the advisory on withdrawal of banknotes on January 22. It said it hs already been withdrawing these bank notes from the market in a routine maner through banks.
"The volume of the banknotes printed prior to 2005 still in circulation, is not significant enough to impact the general public in a large way," it said.
The RBI has promised to monitor and review the process of withdrawal of old series notes so that the public is not inconvenienced in any manner. "This is not an attempt to demonetise," RBI governor Raghuram Rajan said on Thursday.
