It has been decided by DOP to launch new parcel product from 2/12/2013. Initially, Express Parcel service will be launched from 20 cities viz. Agra, Bangalore, Bhubaneshwar, Chennai, Delhi (NCR), Patna, Guwahati, Hyderabad, Indore, Jaipur, Jammu, Kolkatta, Lucknow, Ludhiana, Mumbai, Pune, Parwanoo, Shillong, Surat & Thiruvananthapuram. Express Parcel would be available both for retail customers in post offices and bulk customers. Business Parcel would only be available for bulk customers.

Commemorative Stamps on Sashastra Seema Bal released on 29th November 2013.
Sashastra Seema Bal or SSB (Armed Border Force) is one of India's Central Armed Police Forces. It is often referred to as a paramilitary force. It is currently under the administrative control of the Ministry of Home Affairs (MHA), Government of India. It was formerly known as the Special Service Bureau. SSB was set up in early 1963 in the wake of the Sino-Indian War. The primary task of the force was to provide armed support for RAW and secondary task was to inculcate feelings of national belonging in the border population and develop their capabilities for resistance through a continuous process of motivation, training, development, welfare programs and activities in the then NEFA, North Assam, North Bengal, hills of Uttar Pradesh, Himachal Pradesh, and Ladakh and many other areas. SSB was renamed as "Sashastra Seema Bal" in accordance with its new role and come under the administrative control of the Ministry of Home Affairs in the year 2001. This was done after Kargil War when " one border one force concept" was adopted.
The Minister of State for Home, Shri R.P.N. Singh released a Commemorative Stamp on the occasion of Golden Jubilee of Sashastra Seema Bal (SSB) on 29th November 2013 at New Delhi.

27/11/2013 and 28/11/2013 and met with Member (Personnel), DDG (P), DDG (Estt),

concerned ADGs/SOs. S/Shri Ajith Kumar ASP (PMU) and Parmanand ASP (PMU) also accompanied to CHQ team and extended their full co-operation. During the course of meetings, following pending issues

early as possible. OSD to Secretary (P) told us that, Madam is also in favour
of the proposal.

officers are still awaited for which Directorate has asked for NRC from
circles. Vigilance clearance report i/r/o one officer from UP circle is

Maharashtra and Odisha circle against below bench mark in their CRs/APARs
have not been finalised by circles. In view of these problems, DPC for the
year 2012-13 is said to be delayed. DPC for 2013-14 will be convened after
holding of DPC for 2012-13.

Tata Sons withdraws application for new bank license: RBI
Tata Sons, the holding company of the Tata Group, has withdrawn its application for a domestic banking license, RBI said in a statement on Wednesday.
"The company has indicated that its current financial services operating model best supports the needs of the Tata Group's domestic and overseas strategy, and provides adequate operating flexibility to its companies, while securing the interests of the Group's diverse stakeholder base," the Reserve Bank of India said.
The RBI has accepted the application withdrawal request, according to the statement.
Tata Sons had filed the application on July 1, according to the RBI. Companies in the Tata Group include Tata Consultancy ServicesBSE -0.52 % Ltd, Tata Motors LtdBSE 2.31 %, and Tata SteelBSE 0.73 % Ltd.
RBI had said in September that Value Industries, a unit of diversified conglomerate Videocon Industries BSE 0.03 % Ltd, had also withdrawn its application.

NMC urges PM to appoint chairman of 7th Pay Commission
The National Mazdoor Conference (NMC) today urged Prime Minister Manmohan Singh to immediately appoint chairman and other members of the recently-announced 7th Pay Commission at the next cabinet meeting.
"We urge the PM to appoint Chairman and other members of the 7th Pay Commission and take decision in this regard at the next cabinet meeting as employees and pensioners will be entitled for pay commission with effect from January 1, 2011," NMC president Subash Shastri said while addressing a workers' rally here today.
He said discussion should be started with representatives of both central and state government employees.
The NMC president said early notification for appointing chairman and other members of the commission is the need of the hour, which is bound to have bearing on about one crore employees and pensioners.
Stressing the need for merging 50 percent DA with basic pay and pension, Shastri appealed to the PM and the Finance Minister to take an early decision in this regard.

Commemorative Postage Stamp on Sathya Sai Baba released today by MoS (BD & IT).
Sri Sathya Sai Baba (born as Sathyanarayana Raju; 23 November 1926 – death 24 April 2011) was a highly revered spiritual leader and world teacher, whose life and message are inspiring millions of people throughout the world. He claimed to be the reincarnation of Sai Baba of Shirdi. The Sathya Sai Organisation, founded by Sathya Sai Baba "to enable its members to undertake service activities as a means to spiritual advancement" has over 1,200 Sathya Sai Centers in more than 100 countries. Through this organisation, Sathya Sai Baba established a network of free hospitals, clinics, drinking water projects and schools. Sathya Sai's devotees are spread across the world.

We have received an official communiqué from the director, Philately, regarding releasing the stamp on November 23," chief postmaster-general, AP Circle, Hyderabad, B V Sudhakar told TOI.

Association would like to sincerely thank you for calling members of the
association to discuss pending issues, sparing your precious time. Association also
feels obliged for the opportunity your honour provided us that we were seeking
for a long time. Brief note of pending issues that will form part of meeting
are as follow:
1. Recasting of marks and revised
result of LDCE for the promotion to the PS Gr. B for the year 2012.
LDCE for
the promotion to the cadre of PS Gr. B for the year 2012 was held on 3/6/2013.
The result of the said examination was declared under No. A.34013/03/2012-DE
dated 17th July 2012 for 21 posts (15 from IP Line and 6 from
General Line). Due to some technical problem, revised result was declared on 19th
July 2012. Department has displayed answer keys of question papers on India
Post web site. In response to the notification issued under No. A.34012/03/2012-DE
dated 13th August 2013, lots of representations were said to be
received with different feed backs on keys displayed on departmental web site. The
corrigendum for deletion of keys was published on 22nd August 2012. Department
vide memo No. A.34012/03/2012-DE dated 13/8/2013 has intimated that series of
representations were received in the Directorate from the participants alleging
incorrectness / adoption of in appropriate keys for certain questions in
Paper-I and II of PS Gr. B examination 2012 and decided for issue of a revised
/ recast result. The representations
received up to 31/7/2013 were said to be carefully examined and ordered for
deletion / drop 12 questions from Paper-I and 4 questions from Paper-II. Directorate
has already deleted one question at time of initial evaluation itself. This Association requested to issue the
revised result of LDCE for the promotion to the cadre of PS Gr. B for the year
2012 held on 3/6/2013 without loss of time and also issue notification for the LDCE
for the year 2013 along with the details of vacancies to avoid litigations if
any in future.
2. Issue of seniority list of
Inspector Posts cadre.
The
combined All India Seniority List of Inspectors of Posts from the year 1999
onwards was not prepared, released and also not placed on India Post
website. This issue was importunately
pushed by this Association since last several years but to no action. This
issue was discussed with Hon’ble Secretary (P) on 6/2/2013 and it was assured
in the meeting that the seniority list would be made available at the earliest.
Directorate vide memo No. 9-9/2011-SPG dated 20th February 2013 has
circulated draft seniority list of Inspector Posts for the year 1998, 1999 and
2000 to all circles for rectification of mistakes if any but after lapse of
considerable period the final outcome is still awaited. Also direct SPG
Division to start the preparation of seniority list of remaining years.
3. Inter Circle Rule 38 transfer
cases of Inspector Posts.
The
Directorate vide letter No. A.34013/01/2009-DE/SPB-II dated 5.2.2010 issued
guidelines providing for transfer of lady Inspectors of Posts against Direct
Recruit / Departmental examination vacancy based on her selection in the
respective examination and there after detailed guidelines for
Inter-Circle-transfer of Inspectors of Posts under Rule 38 of P&T Manual
Vol. IV were issued under No. 141-177/2009-SPB-II dated 14th
December 2010. In the said guidelines it is mentioned that the CPMsG of the
Circle where the Inspectors of Posts are working would be competent to permit
such transfer in consultation with the CPMG of the Circle where the transfer is

should take a considerable view in consultation with their counterpart while
considering the request of Inspectors of Posts candidates for transfer to their
Home / nearby Circle under Rule 38. Department has further issued instructions
to all Heads of Circles under Directorate memo No. 141-114/2012-SPB.II dated 7th
May 2012 regarding disposal of the representation for transfer of the circle
cadre officials. This Association has pointed out time to time details of several
pending cases at various circles to Directorate and requested to reiterate the
instructions to all Heads of Circles to consider the Inter-Circle –transfer
cases of Inspectors of Posts on the basis of above instructions, but very few
Circles have positively responded. The scheme of allotment of surplus qualified
candidates has already been quashed out by Directorate in 2010. It is therefore
requested to issue instructions once again to all Heads of Circles to consider
all pending Inter-Circle transfer cases under Rule 38 of Inspectors of Posts
immediately against the vacant posts or on deputation basis in case of
non-availability of vacancies.
4. Merger of Assistant Superintendents Posts
Cadre to PS Gr. B cadre.
This
Association have already submitted a detailed proposal on merger of ASP cadre
to PS Gr. B cadre to Hon’ble Secretary (Posts) and as well as to Hon’ble Member
(P) under letter No. GS/ AIAIASP / Merger-ASP/2013 dated 20/11/2013. However,
copy of the same is enclosed herewith.
