UOI SLP against Pre-2006 Pensioners dismissed by Supreme Court.

The Supreme Court has dismissed the SLP (Civil) 23055/2013 filed by Union of India against Delhi High Court judgement in pre-2006 pensioners casein WP 1535/2012 upholding the CAT PB judgement and Delhi High Court judgement. The above SLP came up for hearing on 29/7/2013 and the apex court dismissed the SLP on the same day. Pensioners will now get arrears w.e.f. 1/1/2006 if their revised pension was fixed at less than 50% percent of the minimum of the pay in the pay band including grade pay thereon in the revised scale corresponding  to the pre-revised pay scale from which the pensioner has retired.

JUDGEMENT :
UPON hearing counsel the Court made the following order :

“We are not inclined to interfere with the order passed by the High Court. Consequently, the special leave petitions are dismissed. However, the petitioners are at liberty to raise all points before the Tribunal as and when the appeal”.

Subject : Revision of monetary ceiling of briefcase/ladies purse for official  purposes-reg.   

Respected Madam, 

Directorate vide letter No. F.No. 15-1/2011-GA dated 26.10.2012 has circulated revised monetary ceiling limit for purchase of briefcases/ ladies purses for official purposes for the officers working in different capacities in Directorate. Whereas similar situated officers working in Circles are being deprived of this revision by Circles. Thus the old ceilings up to limit of Rs.1000/- is still in vogue in Circles. 

IPs/ASPs who are entitled to procure brief cases/ladies purses of their own choice from any of the private/ public outlet are asked to purchase the same from market but thereafter given reimbursement of Rs.1000/- whatsoever cost of the said purchase maybe. No matter even if it does not commensurate to the market price too.   

       It is therefore humbly requested to your kind honour to pass orders to all circles/regions with the direction to maintain uniformity at all levels as per revised limit contained in Directorate letter ibid. If needs be copy of Directorate letter dated 26.10.2012 may kindly be ordered to circulate amongst all so that circles may not have any excuse to adhere to the prescribed limit.

DPC for the promotion to the cadre of PS Gr. B for the year 2013-14....an update

Today (30/7/2013), it is confirmed that following 7 circles representatives yet to hand over the CRs/APARs and requisite information to Directorate for convening DPC for the promotion to PS Gr. B for the year 2013-14.

Due to non submission of requisite documents in person by Circles, the DPC work is badly delayed. GS has already requested all CS and concerned circles office bearers to meet with the concerned officer/s who is dealing the work at circle office and request him/her to submit the requisite documents immediately to Directorate and CS may also take up this issue with CPMG. The target date given by Directorate is already over.

Know About PAN Card

PAN is a 10 digit alpha numeric number, where the first 5 characters are letters, the next 4 numbers and the last one a letter again.

These 10 characters can be divided in five parts as can be seen below.

The meaning of each number has been explained further.

1. First three characters are alphabetic series running from AAA to ZZZ

2. Fourth character of PAN represents the status of the PAN holder.

• C — Company
• P — Person
• H — HUF(Hindu Undivided Family)
• F — Firm
• A — Association of Persons (AOP)
• T — AOP (Trust)
• B — Body of Individuals (BOI)
• L — Local Authority
• J — Artificial Juridical Person
• G — Government

3. Fifth character represents first character of the PAN holder’s last name / surname.

4. Next four characters are sequential number running from 0001 to 9999.

5. Last character in the PAN is an alphabetic check digit.

Nowadays, the DOI (Date of Issue) of PAN card is mentioned at the right (vertical) hand side of the photo on the PAN card. .........!

Details/Pattern of Postal/Sorting Assistant (PA/SA) Phase-II Exam 2013 (Computer/Typing Test)

Now as Postal Department started publishing the List of Shortlisted Candidates for Paper-II based on the performance in Paper-I(Aptitude Test), its time now to understand the details of Paper-II (Computer Typing/Data Entry Test) & Practice it.
Results of Andhra Pradesh, Gujarat, Karnataka, Maharashtra, Tamil Nadu, Assam, Chhattisgarh, Jharkhand, Madhya Pradesh, North East, Odisha, West Bengal and Kerala Postal Circles already stands published in the official website.

Results of Delhi, Jammu & Kashmir, Punjab, Uttar Pradesh, Uttrakhand, Bihar, Haryana, Himanchal Pradesh and Rajasthan Circles are expected soon.

Pattern of Paper-II (Computer / Typing Test):
The Typing Test shall be for a duration of 30 minutes (15 minutes each for Typewriting and data entry) consisting of one passage of 450 words in English or 375 words in Hindi to be typed with a minimum speed of 30/25 words per minute respectively & Data entry of some figures and letters each carrying equal marks on Computers.

The typing test and test of data entry operations will be conducted on Computer key board but not on type writer.

Note: The final merit shall be prepared on the basis of the aggregate marks obtained by the Applicants in the Aptitude Test (Paper I) only subject to their qualifying in Computer/Typing test ( Paper II). i.e. there will be no marks for Typing/Data entry test. Applicant have to just qualify the minimum criteria in Paper-2 and final merit list shall be prepared on the basis of marks of Paper-I only.

Clearance of probation period of officials who were recruited as per PAs / SAs REcruitment Rules 2002---Regarding

Directorate vide memo No. 60-3/2013-SPB-I dated 8/7/2013 has clarified that ás per revised Recruitment Rules for the post of Postal Assistant / Sorting Assitant notified on 3rd November 2011, the period of probation is the same i.e. two years but the provision of Examination for confirmation has been discontinued and clearance of probation period is to be decided by the Departmental Promotion Committee (DPC). It is also clarified that who have not yet cleared the confirmation test may not be subjected to confirmation examination but may be assessed for clearing their probation after taking into consideration their performance during the induction training, the special report /ACRs and any other relevant input. If they are not found up to the mark, their probation period may be extended as per the Government's instructins. In such cases, PAs/SAs shall be considered for clearance of probation period from a prospective date and not with retrospective effect.

CAT case at Ernakulam Bench for upgradation of Grade Pay of IPs....an update

All members and Circle Secretaries of our Association are aware that in Central Working Committee Meeting held at Shirdi on 12/10/2012 and 13/10/2012 it was decided that "Association is against the merger of IP/ASP cadre and support to Mr. Permanand financially to file another OA in Hon’ble CAT Ernakulam bench jointly". It was also decided that big Circles will deposit / remit Rs. 10000/- and small Circles will remit Rs. 5000/- as donation amount directly in CHQ Account standing at State Bank of India (A/C No. 32353016466 having IFS Code No. SBIN0001467 in the name of Vilas S. Ingale and Santosh S. Kulkarni) at Vakola Branch Mumbai through Core Banking and will intimate the details of amount remitted to General Secretary over his mobile number to enable him to put the details thereof on Associations Blog and to maintain the seperate account.
 
As discussed in CWC Meeting General Secretary Vilas Ingale, Shri Permanand ASP (PMU) Postal Directorate and Shri Niranjan Kumar, ASP, o/o PMG NR Region Calicut (Kerala) has jointly filed CAT case at Ernakulam Bench under OA No. 289/13. Respondents have filed their reply in last hearing held on 4th July 2013 and matter adjourned to 8/8/2013 before the Registers Court.

But as on date following 10 Circles have not  come forward to pay / remit their quota as decided / assured in CWC Meeting held at Shirdi on 12/10/2012 and 13/10/2012. The next instalment of payment is to be made to our counsel.

Gujarat HC stays postal dept’s recovery from Vishvakosh trust

AHMEDABAD: The Gujarat high court on Wednesday stayed the postal department's recovery of Rs 4 lakh in alleged dues, from the institute behind the Gujarati encyclopedia -Vishvakosh Trust — for its magazine 'Vishva Vihar'.

The postal department had issued notices to the trust, seeking an explanation in three weeks on why its registration should not be cancelled. The notice was issued on the basis of a CAG report and the postal department was seeking the pending amount from the publishers as "deficit in revenue".

Vishvakosh received the notice on charges that its magazine circulation was less than the 50 copies mandatory for it to receive registration with the postal department. The notice also alleged that these were being circulating free of cost.

However, in its petition filed through advocate Rashmin Jani, the trust contended that its magazine has a circulation of above 1,200 and it charges Rs 5 per copy as is mentioned in each copy.

Advocate Jani contended that the postal department issued notices in cyclostyle format and without having verified the facts of the case. He submitted that the CAG's recommendations are required to be implemented after proper verification.

After hearing the case, Justice A S Dave stayed the notice and sought an explanation from the superintendent of post on the issue. A further hearing will be held on Friday.

Meanwhile, another petition by a daily 'Gram Garjana' is also pending before the high court, which has sought a reply from the postal department. The department has warned of cancelling licenses of nearly 1,000 dailies after seeking recovery.
