          Your kind attention is invited to this Association’s letters of even number dated 3/5/2012 and 19th May, 2012 on the above mentioned subject.

         This Association has already informed Directorate that many Circles have not allowed our members to fill the OMR sheet on the ground that training period spent before induction in IP cadre is not to be reckoned as qualifying service. The second reason being adverse entry like ‘warning’, ‘reprimand’ emerged in last 5 ears’ ACR/APAR, though otherwise their grading in APAR remains between 6-8(very good).

             Since both the reasons of the department are unfounded and against the rules in vogue thereby giving way to litigations. In view of such acts, few members of this Association have knocked the doors of Courts for relief and as such got relief. Hon’ble CAT Ernakulam Bench OA No. 380/2012 and 232/2012 filed at Bangalore CAT bench may kindly be referred to. It is apparent that, other eligible and analogous IPs/ASPs who are not allowed on the above grounds have approached Directorate through different representations to allow them to appear in the examination. Their representations are still pending for decision and as such, the circles will not be in a position to allow them to fill OMR sheets. Not allowing all eligible even those who have not approached the court will be against the natural justice and infringement to article 14 & 16 of the Constitution. It will also be discrimination to other eligible similar situated candidates who are not party to the OA.

In view of the above, your kind honour is once again requested to arrange for withdrawal of the notification issued to conduct the PS Gr. “B” examination scheduled to be held on 3rd June 2012 and hold the said examination only after the revision of Recruitment Rules and other prerequisites such as qualifying service and grading etc.

          Favourable action is solicited.

               With the approval of the Secretary a Committee for organizational Restructuring in the Department of Posts has been constituted under the Chairmanship of Shri Ashutosh Tripathi, CPMG, Madhya Pradesh Circle. The Terms of Reference of Committee are:

·        To revisit the norms for creation of new Postal Divisions and Regions as well as upgradation of Class II Divisions into Class I Divisions.

·        To study the feasibility of organizational restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment.

·        Review of norms for upgradation of Post Offices.

·        To study the feasibility of strengthening / creation of Posts Assistants / Sorting Assistants Posts in view of the increased need of System Administrators.
            
      ·        Any other relevant issue as may be assigned by the Competent Authority later.

2.            The Committee is at present examining the feasibility of organizational restructuring of field formations (Circle & below) keeping in view the emerging needs for India Post in the new socio-economic environment as well as induction of technology in the Department. While deliberating on this, the Committee has decided to obtain valuable inputs from the concerned stakeholders.

3.            In the light of above, you are requested to kindly provide your considered views on what according to you are the problems (both administrative and operational) in the current organizational set up and what could be the possible revised structure for all category of offices that could address these problems with the given human and financial resources.

4.            On the basis of various discussions that the committee members have held with the other officers, possibility of creation of vertical silos has also emerged. You may also give views on this clearly identifying the possible silos given the nature of the work in the Department of Posts not only as per the current scenario but also the possible one in the next decade; along with their possible structures; responsibility financial and reporting system etc. The possibility of extending the silos till the Head Post Office may also be considered.

IP Cadre re-structuring issue.


IP cadre re-structuring issue may come up for discussion with the Secretary,Posts at any time. CHQ has already requested all Circle Secretaries/ CHQ Office Bearers to send their valuable views on the subject but except Odisha Circle, no Circle has come forward till this date. During Bengaluru AIC, this issue was discussed and it was decided that, Circle Secretaries will send views of their Cirlces to the CHQ. 
 All Circle Secretaries/ CHQ Officer Bearers are again requested to discuss this issue with members throughly and send their views/suggestions to the CHQ through E-mail/post. CHQ has to keep information handy to present the same before the  Secretary,Posts and other senior officers of the Department.

One more CAT decision to appear provisionally in PS Gr. B Exam

Bangalore CAT bench allowed the case of Ms Deepa K ASP Haveri Sub Division Haveri under OA No 232/2012. The interim order is provisionally permitted Ms Deepa K to appear for PSS Gr “B” examination to be held on 03.06.2012. She belongs to IP 2004 batch and joined as IP on 25.01.2006.

CAT Ernakulam passes interim order in PS Group B Examination case

The Hon'ble CAT Ernakulam Bench passed an interim order today (21/5/2012) in favour of the applicants in OA No. 380/12 filed by Sri. M.P.Ramesh and Smt. V.Sarada. The applicants had approached the Tribunal aggrieved by the stand taken by the Department that the IP induction training period cannot be taken into account for determining the length of service required for the PS Group B Examination. When the said OA came up for admission today (21.5.2012), the Hon'ble Tribunal passed an interim order directing the respondents to admit the applicants provisionally for the PS Group B examination scheduled to be held on 3.6.12 and also to issue OMR applications to the applicants.

Respected Madam,

          Kindly refer to this Association letter of even number dated 3/5/2012 (copy enclosed) on the above mentioned subject.

         This Association would like to bring to your kind notice that many of our members who have received any adverse within a span of five years and few members induction training period spent before entering in IP cadre was not counted as qualifying service are not allowed to fill the OMR sheet and even not given opportunity by providing kit thereby making them ineligible to appear for the said examination.
         
           As per the GOI Instructions contained in Rule 11(21) of CCS (CCA) Rules-1965, an official can be admitted to the examination if though the official is under suspension or disciplinary case is contemplated but here the official having good record and let off with warning  by virtue of his minor lapse has been debarred by Circles.  Moreover, the condition and procedure governing the selection for promotion to Group ‘B’ posts are given in the relevant para of a set procedure that cannot be ignored.

         
          Regarding condition and procedure governing LDCE, the provisions of relevant Recruitment Rules and administrative instructions issued from time to time needs to be referred to. It is not understood why the Department is going against the rules to promote officials of their choice without any healthy competition. Under such circumstances nobody will own responsibility because, madam you can see that in our Department ‘warning’ is a meagre issue and is imposed even without wrong doing.

          It is pertinent to mention here that Directorate vide letter no 23-1/2012-PE-II dated 10-5-2012 has called for comments of Circles to revisit the norms for creation of new postal divisions and up-gradation of existing Class-II Divisions into Class-I Divisions. This will again disturb established arrangement. It is not understood why department is inclined to conduct examination without completion of the prerequisites.

          Furthermore, the department is in the process of amending Recruitment Rules and there will be definite variation in number of vacancies under each quota. That is why the Department could not calculate and advertise number of vacancies for the given examination. The new casting will definitely disturb the present settled position. This Association therefore request that in order to make the entire process transparent, our Association should be consulted before the revision of Recruitment Rules and other related issues such as debarring the officials from examination so that our members are not taken as surprised.

          This Association further brings to your kind notice that, PS Group ‘B’ Recruitment Rules are not revised since years together and as per the clause 3.1.5 of Department of Personnel and Training OM No. AB-14017/48/2010-Estt (RR) dated 31st December, 2010 “The Recruitment Rules should be reviewed once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”. This Association has already submitted the detailed proposal under letter dated 4/7/2011 regarding distribution of quota for PS Gr. B Examination and Sr. Postmaster Examination and also requested to notify the vacancies of both the examinations together. But till date vacancies are neither notified nor Recruitment Rules of PS Gr. B cadre are amended.

           In view of the above submissions, your kind honour is once again requested to look into the matter personally and arrange for withdrawal of the notification issued to conduct the PS Gr. “B” examination scheduled to be held on 3rd June 2012 and hold the said examination only after the issue of Revised Recruitment Rules of PS Gr. B Cadre along with vacancy position of both Examinations (PS Gr. B and Sr. PM) together. It is also requested to issue necessary instructions to all Circles to allow the IPs/ASPs who are declared ineligible on the above mentioned grounds & allow them to fill OMR sheets to avoid litigation in the matter.

Selling Online Air Tickets by IRCTC

Indian Railways Catering and Tourism Corporation (IRCTC) has been selling air tickets at its website since May 6, 2010 as a white label arrangement with a backend content provider. However, now IRCTC has launched air ticketing website on its own since May 7, 2012. This initiative has been taken to improve customer satisfaction and provide a seamless passenger movement over various modes of transport. IRCTC has developed in house air ticketing module for booking tickets for domestic and international airlines through website irctc.co.in and railtourismindia.com.

IRCTC now has directly entered into agreement with the major airlines and the low cost carries in the country like Air India, Jet Airways, Kingfisher, Spicejet, Indigo and Go Air. Initially, the customer will be able to book tickets for these airlines for domestic travel and later the international airlines for international travel.

This information was given by the Minister of State for Railways, Shri Bharatsinh Solanki in a written reply in Rajya Sabha today.

Issue of Commemorative Postage Stamps ... MoS (C & IT) furnished information in Lok Sabha

In all 330 commemorative postage stamps on freedom fighters and 430 on eminent personalities have been issued between August, 1948 and April, 2012.

The commemorative postage stamps issued by the Department of Posts are determined based on the following rules:-

1. Commemorative postage stamps will be issued on subjects that have a national or international stature or have made national/international contribution or impact or reflect national/international areas of concern.

2. The Annual Issue Programme shall reflect regional, cultural and ethnic balance.

3. Stamps on a particular subject shall issue only once, except thematic such as wild life, environment, transport, flora fauna etc. or regular issues like Children’s Day, Season Greetings and sets on heritage, nature, culture, art, architecture etc.

4. Stamps shall be issued only on the apex institutions, not on branches of any institution or organization.

5. There shall be not over 50 issues (maximum 100 stamps) of commemorative stamps per annum.

6. Stamps on personalities shall not exceed 10% of the Annual Issue Programme.

7. The Union Minister incharge of the Ministry of Communications & IT may approve 5% of the Annual Issue Programme.

8. The date of issue shall be fixed by the Philately Division keeping in view the significant dates relating to the subject and the availability of slots in the printing schedule.

9. Dates of issue once fixed shall not be changed. A proponent may hold a presentation function on any day on or after the date of issue.

10. Proposals may be sent by any citizen of India.

11. Proposals should be sent at least two years in advance for consideration by the Philatelic Advisory Committee (PAC) and approval by the competent authority.

12. Proposals must be submitted in the format available on indiapost.gov.in.

13. Proposals will be considered and recommended/not recommended by the PAC. They will not be carried forward for the next PAC meeting.

14. Proponents shall follow the protocol for release functions.

15. The Department of Posts will decide the subject matters, prohibited subjects renewal of philatelic products, procedure for proposal consideration and issue/release of a stamp, period of sale of commemorative/special stamps and for definitive stamps and postal stationery. It will also determine issue policy, withdrawal policy and archival policy.

16. The denominations of postage stamps shall be in consonance with domestic and international postal tariffs.

 17. The personalities on whom commemorative stamp may be issued should be of national or international importance. The occasion to be commemorated must be the birth centenary or 10th /25th /50th /100th death anniversary. No stamp will be issued sooner than ten years after an individual’s death. A commemorative stamp shall be issued in honour of the head of State on his/her first death anniversary.

18. A stamp on an institution, building, monument etc. may be issued on its centenary/125th anniversary/ 150th anniversary etc. The building, institution to be so honoured must be Heritage site of national/international importance or site recognized by ASI of national/international importance. Building of regional importance may be commemorated with issue of special cover with special cancellation.

19. At least 25% of the stamps issued in a year will be on popular themes like flora, fauna, culture, heritage etc.

20. Proponents for the stamps relating to institutions/events/large organisations are required to make a mandatory purchase of a minimum number of 1 lakh stamps and the requisite philatelic ancillaries.

It is, therefore, again requested to please ensure that the cases of grant of Child Care Leave are liberally dealt with as per the instructions of Government of India as mentioned in the letter referred to above.

ALLOTMENT OF STAFF QUARTERS TO PMS/SPS-REGARDING.

I am directed to refer to the department’s letter of even no. dated 28.03.2011, enclosing herewith instructions issued vide letter no. 7-6/99-Bldg. dated 13/14.12.2001. The part (C) of the instructions pertains to ‘allotment of post attached/rent free residential accommodation’.
2. It has been brought to the notice of the Department that in some circles, there has been resentment among the PMs/SPMs on being forced to accept quarters that are not in the premises of post offices, as post attached quarters. The matter has been under consideration in the Department for some time.
3. It is hereby clarified that the quarters, which are within the premises/building of the post offices, need only be declared as post attached quarters; which the PMs/SPMs are bound to occupy. However, in other cases, i.e. quarters which are not in the premises/building of the post office, it may be left to the discretion of the concerned Pos/SPMs whether to accept or not accept such quarters.
4. This may kindly be brought to the notice of all concerned for information, guidance and necessary action.
5. This issues with the approval of Member (Planning).

Respected Madam,

          It is intimated that meeting was taken by the Secretary (Posts) with our Association on 11.08.2011. Minutes of this meeting were issued by the Department vide No. cited above. Issue of holding of periodical meeting with Association at regular intervals was discussed and our demand was accepted. Since then, no periodical meeting has been held with our Association so far. Hence, agenda for next periodical meeting is being submitted herein under:

Item No.1:-  Cadre restructuring /promotional aspects concerning Inspectors and Asstt Supdts .

            A committee was constituted under the Chairpersonship of Member (P) vide directorate order No .1/1 /2011 SR dated 09.09.2011. Two meetings of the committee were held on 18.10.2011 and 03.11.2011 in the Dak Bhawan New Delhi. Minutes of these two meetings were issued by the Department vide No. 01/01/2011-SR dated 14.11.2011. The proposal of the Department for forgoing gazetted statues of ASPOs and up-gradation of IPOs was deliberated in depth in the 37th All India Biennial Conference of this Association was held at Banguluru on 28th and 29th January 2012 and the house passed a resolution unanimously which is reproduced below-

          “This Association is against the merger of Inspector Posts and Assistant Superintendents Posts Cadre. Inspector Posts should be granted Grade Pay of Rs. 4600/- with effect from 01/01/2006 at par with Inspectors of CBDT/CBEC in tune with directions of the Hon’ble CAT, Ernakulam Bench”.

This was conveyed to the Chairperson i.e. Member (P) vide this Association letter No.CHQ/IP/ASP/1/2012 dated 22.02.2012.

           It is pointed out here that cadre restructuring proposal i/r/o Inspector of CBDT/CBEC have been sent to the DOPT/MOF whereas our proposal is still pending in the Department. Hence, it is urged that   necessary directions/instructions may be issued to the committee to finalise its proposal and submit the same to the competent authority for further course of action.

Item No. 2  :- Quota of IP line in  PS Group “B”  Examination on introduction of Postmaster Cadre in Postal Wing.

          Out of 866 posts of PS Group “B”, 116 posts of Senior Postmaster have been earmarked for Postmaster Cadre in the manner given below :

           Thus, 750 posts still remain in PS Group “B”. These posts may be divided among IP Line and General Line as suggested below by suitable amendment in Recruitment Rules of PS Group “B”.

          Thus, IP Line officials will loose only three posts in examination quota but will get these posts by promotion by DPC. Overall, there is no change in the quota of IP and General Line.

          In view of the above facts, it is requested to kindly reconsider and implement the proposal by taking appropriate action to amend the PS Group “B” Recruitment Rules.

Item No. 3 :- Issue of Combined Seniority List of Inspectors, Posts from the
year 1999.

           This Association addressed the Department on the subject on 31/12/2010 followed by reminder on 22/3/2012, but no action has been taken by the Department so far. It is requested to kindly arrange for issue of Combined Seniority List of Inspectors, Posts from the year 1999 onwards and make it available in the website of the India Posts so that our members may aware of their seniority position in the All India Seniority List and  point irregularity if any.

           It is requested to kindly grant periodical meeting and arrange for fixing date and time for holding of the same.
