Enhancement of SB Allowance to PAs working in SB Branches

Sub: Enhancement of SB Allowance to PAs working in Savings Bank Branches.



The undersigned is directed to refer to this office letter of No. 2-2/93-SB Dt. 08.10.2004 (SB Order No. 17/2004) vide which it was conveyed that Ministry of Finance (DEA) has conveyed its approval for increase in the SB Allowance from Rs.60 to Rs.150 & from Rs.30 to Rs.75 per month wef 08.10.04.

02. After implementation of 6th CPC, increase in the SB Allowance was taken up with MoF (DEA), which has not vide its OM No. 17/1/2001-NS-II Dt. 10.06.11 has conveyed its approval for enhancement of SB Allowance as per the following rates wef 01.09.08.

01. Staff Fully engaged in SB / SC work - present Rs.150 - new rate from 01.09.08 Rs.300.
02. Staff Partially engaged in SB / SC work - present Rs.75 - new rate from 01.09.08 Rs.150.

03. All other conditions for grant of SB Allowances will remain unchanged.

What is the difference between EPF, GPF & PPF?
EPF- Employees Provident Fund
GPF - General Provident Fund
PPF - Public Provident Fund

GPF - General Provident Fund which is for the Government Employees
PPF - Individuals can save to a maximum of Rs.70000/- in a year in the account. Account can be maintained in a Post Office / Bank.
EPF - Employees Provident Fund for Private sector where 12% of Employees share and 12 % of Employer's share of Basic Salary + DA is deducted and remitted to PF Authorities

PF vs PPF: What's the difference ?
1. What is PPF and PF?
EPF/ PF (Employees Provident Fund / Provident Fund)
The Employee Provident Fund, or provident fund as it is normally referred to, is a retirement benefit scheme that is available to salaried employees.

Under this scheme, a stipulated amount (currently 12%) is deducted from the employee's salary and contributed towards the fund. This amount is decided by the government.
The employer also contributes an equal amount to the fund.

However, an employee can contribute more than the stipulated amount if the scheme allows for it. So, let's say the employee decides 15% must be deducted towards the EPF. In this case, the employer is not obligated to pay any contribution over and above the amount as stipulated, which is 12%.
PPF (Public Provident Fund)
The Public Provident Fund has been established by the central government. You can voluntarily decide to open one. You need not be a salaried individual, you could be a consultant, a freelancer or even working on a contract basis. You can also open this account if you are not earning.
Any individual can open a PPF account in any nationalised bank or its branches that handle PPF accounts. You can also open it at the head post office or certain select post offices.
The minimum amount to be deposited in this account is Rs 500 per year. The maximum amount you can deposit every year is Rs 70,000.

2. What is the return on this investment?
EPF: 8.5% per annum
PPF: 8% per annum

3. How long is the money blocked?
EPF
The amount accumulated in the PF is paid at the time of retirement or resignation. Or, it can be transferred from one company to the other if one changes jobs.
In case of the death of the employee, the accumulated balance is paid to the legal heir.
PPF
The accumulated sum is repayable after 15 years.
The entire balance can be withdrawn on maturity, that is, after 15 years of the close of the financial year in which you opened the account.
It can be extended for a period of five years after that. During these five years, you earn the rate of interest and can also make fresh deposits.
Save tax and get rich
4. What is the tax impact?
EPF
The amount you invest is eligible for deduction under the Rs 1,00,000 limit of Section 80C.
If you have worked continuously for a period of five years, the withdrawal of PF is not taxed.
If you have not worked for at least five years, but the PF has been transferred to the new employer, then too it is not taxed.
The tenure of employment with the new employer is included in computing the total of five years.
If you withdraw it before completion of five years, it is taxed.
But if your employment is terminated due to ill-health, the PF withdrawal is not taxed.
PPF
The amount you invest is eligible for deduction under the Rs 1,00,000 limit of Section 80C.
On maturity, you pay absolutely no tax.
5. What if you need the money?
EPF
If you urgently need the money, you can take a loan on your PF.
You can also make a premature withdrawal on the condition that you are withdrawing the money for your daughter's wedding (not son or not even yours) or you are buying a home.
To find out the details, you will have to talk to your employer and then get in touch with the EPF office (your employer will help you out with this).
PPF
You can take a loan on the PPF from the third year of opening your account to the sixth year. So, if the account is opened during the financial year 1997-98, the first loan can be taken during financial year 1999-2000 (the financial year is from April 1 to March 31).
The loan amount will be up to a maximum of 25% of the balance in your account at the end of the first financial year. In this case, it will be March 31, 1998.
You can make withdrawals during any one year from the sixth year. You are allowed to withdraw  50% of the balance at the end of the fourth year, preceding the year in which the amount is withdrawn or the end of the preceding year whichever is lower.
For example, if the account was opened in 1993-94 and the first withdrawal was made during 1999-2000, the amount you can withdraw is limited to 50% of the balance as on March 31, 1996, or March 31, 1999, whichever is lower.
If the account extended beyond 15 years, partial withdrawal -- up to 60% of the balance you have at the end of the 15 year period -- is allowed.

Sh. Kapil Sibal Minster of Communications & Information Technology and Human Resource Development today conferred the Meghdoot Awards here today to the postal employees. Speaking on the occasion Shri Sibal said that skill and capacity of 3.25 lakh Gramin Dak Sewaks will be developed through a comprehensive and time bound Rural Entrepreneurship Programme.This program is being finalized by Department of Posts and Ministry of Human Resource Development together. Congratulating the Awardees, the Minister expressed confidence in the ongoing transformation projects that will help India Post to match the changing technologies and evolving lifestyles and serve their customers better.  
Addressing the gathering Shri Gurudas Kamat, Minister of State of Communications & Information Technology and Human Affairs emphasized the importance of role of Post Offices in the implementation of the schemes meant for common man, be it disbursement of wages, pension or Unique Identification Number.
This  scheme of National awards known as ‘Meghdoot Awards’ was instituted in the year 1984  to provide encouragement  to  the postal employees by recognizing performance of high standard.  The awards given for outstanding contribution in the sphere of official work were earlier given in six individual categories. In order to motivate the personnel in the field of technology, a new category i.e., “For Technology Excellence” was introduced for the year 2006. For the years 2009 and2010 another category viz. “Best Woman Employee” has since been introduced for the first time. Thus in all eight categories of awards are being conferred in individual category. An award in Group Category comprising trophy was also given for best post office Chandragiri Head Post Office, Andhra Pradesh. Meghdoot awardees in individual category were given a medal, a scroll and cash award of Rs. 11000 (Rupees eleven thousand).
The awards are given every year to the officials selected from amongst the nominations received from various postal circles.

Respected Madam,

Your kind attention is invited to our letter of even no. dated 23.12.2010 (copy enclosed) on the subject mentioned above.

This issue is pending since November 2009 and we have taken up the above matter with the Department repeatedly and also held informal meetings with the DDG (Estt.). We have also taken up this issue as an item in the agenda for periodical meeting. Unfortunately, no meeting has been conducted by the Department. However, the Department is holding regular meetings with the Postal JCA comprising NFPE, FNPO and GDS Unions. We have also requested to your goodself by our letter dated 31.05.2011 for grant of personal interview to discuss our long pending genuine demands but the same has not been granted so far. This is very crucial and important issue agitating the minds of our members and there is a great resentment among them.

Association gave its proposal in writing for merger of the post of Inspector, Posts & Assistant Superintendent, Posts and designating the merged post as Inspector, Posts or Assistant Superintendent, Posts as may be decided by the Department but retaining the Gazetted status to the existing incumbents in Assistant Superintendent, Posts grade till their promotion / retirement. If the Department feels problem in merger of the post of IP and ASP, then the post of ASP may be merged with PS Group B with a Grade Pay of Rs.4800/- with effect from 01.01.2006 as both the posts are Gazetted Group B & difference of Grade Pay is only Rs.200/-.

This Association urges upon the Department to consider up-gradation of Grade Pay of Inspector Posts from Rs. 4200/- to Rs. 4600/- with effect from 01.01.2006 and merger of the post of ASP with the post of PS Group B with a Grade Pay of Rs.4800/- .

The Association shall be grateful if an immediate meeting on the above subject is conducted by the Department to discuss and resolve this issue positively.

Redesignation of 141 posts of HSG-I IP Line as Asstt. Superintendent Posts

Respected Madam,

Your goodself is well aware that 141 posts of HSG-I in Postal Wing through out the country belong to IP Line officials. You are also well aware that post of HSG-I IP Line / ASP are promotional posts for Inspectors Posts. ASPs holding the posts of HSG-I are in gazetted status whereas General Line officials holding the posts of HSG-I are in non-gazetted status.

Service Unions representing General Line officials in HSG-I are demanding that 141 posts of HSG-I IP Line may be transferred to General Line to increase their promotional avenue. Their demand is not justified consequent upon introduction of Postmaster cadre in Postal Wing as their promotional avenues have already been increased.

In view of above facts, our Association urges upon the Department that 141 posts of HSG-I IP Line may be re-designated as "Assistant Superintendent Posts" in order to differenciate between HSG-I IP Line officials and HSG-I General Line officials as there is no financial implications.

NO Income Tax Return for Salaried Taxpayers with income up to Rs. 5 lakh

Salaried Taxpayers with total Income up to Rs.5 lakh Exempted from filing Income Tax Return for Assessment Year 2011-12
The Central Board of Direct Taxes has notified the scheme exempting salaried taxpayers with total income up to Rs.5 lakh from filing income tax return for assessment year 2011-12, which will be due on July 31, 2011.
Individuals having total income up to Rs.5,00,000 for FY 2010-11, after allowable deductions, consisting of salary from a single employer and interest income from deposits in a saving bank account up to Rs.10,000 are not required to file their income tax return. Such individuals must report their Permanent Account Number (PAN) and the entire income from bank interest to their employer, pay the entire tax by way of deduction of tax at source, and obtain a certificate of tax deduction in Form No.16.
Persons receiving salary from more than one employer, having income from sources other than salary and interest income from a savings bank account, or having refund claims shall not be covered under the scheme.
The scheme shall also not be applicable in cases wherein notices are issued for filing the income tax return under section 142(1) or section 148 or section 153A or section 153C of the Income Tax Act 1961.

Revised Charter of Demands

On the basis of feedback received from CHQ Office Bearers / Circle Secretaries, CHQ has made some modifications in the charter of demands. Revised Charter of Demands is reproduced below for information of all members. This will be submitted to the Department shortly.


i. Up-gradation of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/- with effect from 01.01.2006 and merger of post of Assistant Superintendent, Posts with the post of PS Group “B” as both are having Gazetted status and difference in Grade Pay is only Rs. 200/-

ii. Implementation of the recommendations of Second CRC and restructuring of Inspector, Posts cadre as an Inspector is getting promotion in P.S. Group “B” only after 24 to 26 years of service in Inspector, Posts cadre.

iii. There are 866 posts in PS Group “B” cadre. At present 75% posts i.e., 649 are filled through DPC on the basis of seniority cum fitness. 19% posts i.e., 165 are filled through LDCE among IP line officials and 6% i.e., 52 are filled through LDCE among General Line officials. Consequent upon the introduction of Postmaster cadre, there should be no change in 75% posts i.e., 649 posts through seniority quota. 87 posts of Senior Postmaster to be filled up through LDCE of IP line officials should be adjusted in 165 posts of existing examination quota of PS Group “B”.

iv. Consequent upon the introduction of Postmaster cadre, suitable amendment may be made in Recruitment Rules of PS Group “B” cadre revising quota of IP Line through seniority from 75% to 87%, IP Line through LDCE from 19% to 10% and General Line from 6% to 3%.

v. Supply of Laptops to all IPs/ASPs.

vi. 141 HSG I IP line posts may be re-designated as Assistant Superintendent Posts as it is a promotional for Inspector, Posts.

vii. Revision of rates of remuneration for performing duty as Invigilators in the examinations.

viii. Promotion earned through examination should not be counted while granting MACP.

ix. Holding of periodical meetings with the Association at regular intervals. No periodical meeting has been held since long time despite submission of agenda for the same.

Subject:- Re-classification of Saharanpur as “Y” class city for the purpose of House Rent Allowance – regarding.
   The undersigned is directed to invite attention to this Ministry’s O.M. No.2(21)/E.II(B)/2004 dated 18.11.2004 & O.M. No.2(13)/2008-E.II(B) dated 29.08.2008 regarding re-classification of cities on the basis of the population figures of 2001 census for the purpose of HRA to the Central Government employees and to say that the Government of Uttar Pradesh vide their Notification No.2176/9-7-09-53J/1998 dated 01.10.2009 reconstituted the area of Saharanpur (M.B.) by adding certain areas within its Municipal limits and renamed it as Saharanpur Municipal Corporation, which resulted in an increase in population of ‘Saharanpur Municipal Corporation’ to qualify it for classification as ‘Y’ class city for the purpose of House Rent Allowance to the Central Government employees.
   2. The President is, accordingly, pleased to decide that Saharanpur city (within its Municipal limits) shall stand re-classified as “Y” class city for the purpose of grant of House Rent Allowance to the Central Government employees posted there.
    3. These orders shall be effective from 1st June, 2011.
   4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.
   5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

Infosys Pips TCS to clinch Postal Contract

     Infosys Technologies, India's second-largest information technology (IT) services company, is understood to have bagged the first of the Department of Post's IT modernisation contracts.
            The Bangalore-based company pipped its bigger domestic rival, Tata Consultancy Services (TCS), to clinch India Post's 'rural information and communications technology (ICT) system integrator (SI)' contract, worth about Rs 100 crore.
            Infosys declined to comment, while the India Post official concerned could not be reached despite repeated attempts. India Post is embarking on a massive IT modernization programme under the 'India Post 2011' plan. As part of this, the department has split the programme into eight projects.
            According to highly-placed sources, the department has already issued requests for proposals for six contracts. The 'rural ICT SI' contract is said to be the first of the eight contracts. According to the terms of the contract, Infosys will be responsible for enabling the Gramin Dak Sewak post office to perform e-transactions.
            The department has the largest postal network in the world, with 155,669 post offices. About 89 per cent of these are in rural areas, according to its website. So far, only 12,604 head post offices and sub-post offices have been computerised.
            Ever since Infosys established a separate business to focus on the domestic IT outsourcing market, it has been aggressively participating and winning government contracts. It is working with the income tax department in managing the centralised processing centre that processes all electronically-filed returns and a part of the paper filings. The project recently bagged the Gold award in "excellence in government process re-engineering" at the 14th National e-Governance Conference. India contributes about two per cent to Infosys' total revenue.
            Meanwhile, the bidding process for India Post's Rs 1,000-crore 'core system integrator' contract is on.
            This is touted as the largest of the eight contracts. Capgemini, Accenture, IBM, HP, TCS, Infosys, HCL and Wipro are some companies believed to be participating in the contract, expected to be finalised in two months.
            India Posts' IT modernisation initiative is expected to create over Rs 5,000-crore opportunities for IT services and hardware companies.

Mail Network Optimization Project of Department of Posts

The meeting of the Consultative Committee attached to the Ministry of Communications and Information Technology was held here today to discuss the Mail Network Optimization Project of Department of Posts. In his opening remarks Shri Kapil Sibal, Minister for Communications and Information Technology said that Department of Posts decided to revamp mail operations in line with the international best practices and include a project in the 11th Five Year Plan for consolidation and optimization of the existing mail network. The completion of project would result in improved mail related services to the public.
            The need for optimization of the mail network was felt to address the problems of fragmented mail network, functional duplicity, change in mail profile, development in air and road transport, customer demands and induction of technology.
            The project seeks to improve the quality of mail operations by Optimization and consolidation of mail operation network across the country.
            Greater standardization of processes followed in mail operations.
            Identification, evaluation and implementation of appropriate technology in mail processes.
            Optimization of mail delivery processes.
            Effective performance management mechanism through Key Performance Indicators (KPIs).
            In the first phase Speed post and International mail have been covered but project would cover all kind of mail in phased manner. Under the redesigned Speed Post Operational network, 89 Sorting hubs and 68 Intra- Circle hubs across the country have been created taking into account factors such as volume of mail, distance between Post Office and proposed hub, transmission options etc.
Members of the committee who attended the meeting emphasized the need and importance of post offices in the life of rural population and young generation and urged to open new post offices in view of greater need and public demand.

Pension can not be withheld due to criminal case: CAT

New Delhi, Jun 7 (PTI) Pension and increments of a public servant cannot be withheld only on the basis a pending criminal case against him unless he is convicted, the apex administrative tribunal has held.
"It is amply clear that only on the basis of the case pending against the applicant (Primary School Head Master Lakhi Ram), pension cannot be withheld under Central Civil Services (CCS Pension) Rules, 1972," a two-member bench of Central Administrative Tribunal headed by Justice Meera Chhibber said.
The bench also favoured releasing gratuity during the pendency of criminal case but with an earlier judgement of the CAT ruling against it, the bench referred the question on the gratuity issue to a larger bench.
"Gratuity cannot be withheld under rules of CCS Pension Rules. Otherwise also as per the provision (of) Payment of Gratuity Act, 1972, gratuity cannot be withheld," it said.
"Since we have taken a different view about release of gratuity during the pendency of criminal case than what had been held by the coordinate bench in another case in 2009, the matter may be placed before the chairman on administrative side for constitution of a larger bench to determine the clear position of law on the subject," the bench said.
The judgement came on a petition filed by Lakhi Ram, a Municipal Corporation of Delhi-run primary school headmaster, who retired in August 2007.
He had been suspended on August 13, 2001 after his arrest in criminal case relating to a property dispute.
Though he was reinstated in May 2005 and retired in 2007, his annual increments were stopped from 2001 and were not restored even after his reinstatement in service.
The court directed Education Department of Municipal Corporation of Delhi to grant increments to him from the date of his reinstatement to his superannuation and to fix his pay as per the sixth pay revision and determine his provisional pension.

Charter of Demands of All India Association of Inspector, Posts & Asstt. Superintendent, Posts


i.                    Up-gradation of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/- with effect from 01.01.2006 and merger of post of Assistant Superintendent, Posts with the post of PS Group “B” as both are having Gazetted status and difference in Grade Pay is only Rs. 200/-

ii.     There are 866 posts in PS Group “B” cadre. At present 75% posts i.e., 649 are filled through DPC on the basis of seniority cum fitness. 19% posts i.e., 165 are filled through LDCE among IP line officials and 6% i.e., 52 are filled through LDCE among General Line officials. Consequent upon the introduction of Postmaster cadre, there should be no change in 75% posts i.e., 649 posts through seniority quota. 87 posts of Senior Postmaster to be filled up through LDCE of IP line officials should be adjusted in 165 posts of existing examination quota of PS Group “B”.

iii.  Consequent upon the introduction of Postmaster cadre, suitable amendment may be made in Recruitment Rules of PS Group “B” cadre revising quota of IP Line through seniority from 75% to 87%, IP Line through LDCE from 19% to 10% and General Line from 6% to 3%.

iv.    Implementation of the recommendations of Second CRC and restructuring of Inspector, Posts cadre as an Inspector is getting promotion in P.S. Group “B” only after 24 to 26 years of service in Inspector, Posts cadre.

v.    Revision of rates of remuneration for performing duty as Invigilators in the examinations.

vi.    Supply of Laptops to all IPs/ASPs.

vii.  Promotion earned through examination should  not be counted while granting MACP. 

viii.  141 HSG I IP line posts may be re-designated as Assistant Superintendent Posts as it is a promotional for Inspector, Posts.

ix.   Holding of periodical meetings with the Association at regular intervals. No periodical meeting has been held since long time despite submission of  agenda for the same.
